| As a kind of special employment group,the ex-servicemen are extremely important human resources.Their number is large and the resettlement area is scattered.Every year,September and December are the time for China’s active soldiers to retire.The number of retired soldiers has soared.The quality of the resettlement work is directly related to their livelihood and political treatment.In addition,retired soldiers are of far-reaching significance to the stability of society,the development of national defense forces and the implementation of conscription work.B City in northern Anhui has a number of military colleges and garrison units,which is a large city for soldiers and special care placement.Every year,thousands of retired soldiers are faced with the problem of receiving and settling,of which more than 85%choose the way of independent employment placement,guiding them to achieve role transformation and re-socialization,promoting them to improve market competitiveness and realize employment and entrepreneurship.It is of great significance to better realize the value of veterans themselves,coordinate the allocation of human resources,and boost the service of national defense and army construction.This paper studies the problems existing in the placement of independent employed ex-servicemen in B city and the corresponding countermeasures.Starting from the new public service theory,service-oriented government theory and military occupational labor compensation theory,this paper adopts the literature research method,questionnaire survey method,interview method and comparative research method to discuss the employment placement of independent employed ex-servicemen in B city.Through the investigation,we understand the implementation of the employment placement policy for ex-servicemen in B City,the establishment of the placement management organization,the current placement situation,placement process,employment satisfaction,employment channels,the understanding of placement policy,the enthusiasm for employment training,the main practices of the employment placement work of government departments,and analyze and summarize the problems existing in the current placement work for ex-servicemen.Further explore the specific factors leading to the above problems.According to the survey results,at present,the proportion of jobs arranged by the government is very small.The ex-servicemen who choose self-employment and resettlement generally reflect problems such as weak employment intention,mismatch between employment expectations and social needs.Problems on the part of the government include: inadequate implementation of resettlement policies,insufficient publicity of employment resettlement policies,low quality jobs provided,simply content of skills training,and insufficient support for employment and entrepreneurship.In order to better realize the role transformation from the army to the local government after the self-employed veterans in B City return home,help the veterans adjust from the tense collective life,make a reasonable plan for their work and life,and integrate into the society for employment and entrepreneurship as soon as possible,The author draws on the advanced experience of the main practices and supporting policies of the employment placement of ex-servicemen in Yixing City and Ningbo City,both located in the Yangtze River Delta,and puts forward feasible countermeasures and suggestions for the employment placement of ex-servicemen in B City,such as: Strengthen policy publicity,improve employment and entrepreneurship service system,increase employment and entrepreneurship support,guide ex-servicemen to establish a correct view of career choice,encourage ex-servicemen to improve their educational level and vocational skills,etc.,hoping to provide some help for the development of the resettlement of self-employed ex-servicemen in B city. |
