In recent years,with the rapid development of megadata technologies,these have gradually penetrated all aspects of our work and life,and the importance of information data has been recognized by the public.Among them,the information related to the life of residents and enterprises such as certificate handling,education,medical care,pension and other information is the public service content dominated by government departments.As the owner and user of this massive information,Chinese governments at all levels always improve overall efficiency by speeding up the construction of intelligent technology and promoting shared development.With a large amount of data in the hands of governments at all levels,whether these resources can be shared and coordinated directly determines our government’s service level and the degree of modern governance.In our country,the relevant department at the district level has become the main department of public data collection and retention because it directly implements services for enterprises and people.Therefore,the research object of this paper is limited to the district and county governments and their departments,and it focuses on exploring the "blocking points" and "difficulties" in the data sharing between the departments of grassroots governments.District D is the central old city belonging to Dezhou City.In recent years,the government of District D in Dezhou City has actively promoted the development and application of big data resources and achieved remarkable results,however,after fieldwork,we found that there are still many challenges in sharing technology,management and security.Based on the perspective of collaborative governance,taking the data sharing of D district government as the example to carry out research,and fully combining with the results of the questionnaire,this paper discusses the main problems facing D district government and the effective countermeasures to solve the slow data sharing process of D district government,in order to provide some help for other district government data sharing at county level in our country.The structure of the thesis consists of six parts:Chapter 1 is the introduction,which firstly explains the background of the thesis and the importance of the research;secondly,it composes the current status of the research on collaborative governance and data sharing,and searches for the entry point of the thesis;Chapter 2 is the concept and theoretical basis of data sharing in government departments,and gives a more detailed discussion on.government data and data sharing;Chapter 3 is the current status of data sharing in government departments in Region D.Chapter 4 analyzes the many problems of data sharing in government departments in District D by combining the results of questionnaires and interviews;Chapter 5 analyzes in depth the main causes of the problems of data’ sharing in government departments in District D by combining the theory of collaborative governance.Chapter 5 analyzes the main causes of the problems of data sharing among government departments in Region D.Finally,Chapter 6 proposes countermeasures with strong focus and operability in data sharing among government departments in Region D.
