Research On The Coordination Mechanism Of Cross-departmental Data Sharing

Big data industry is developing rapidly,big data has become a new way to improve the ability of government governance,at present,China has a certain foundation in the development and application of big data,the development momentum is good,but there are also many problems.Cross-departmental data sharing needs to rely on government administrative coordination,and government cross-departmental administrative coordination can not only hope to streamline functions,processes and mechanisms,but also need to formulate laws and use new technologies to break down horizontal barriers between departments.Although the demand of government departments for the sharing of government information resources is growing,the construction of relevant policies and regulations is seriously lagging behind,and there is a lack of clear guidance and norms on the scope,requirements,conditions,methods,processes,and safeguard mechanisms of information resource sharing,and the laws and regulations that have been formulated and introduced have vague provisions,and cannot clearly define the boundaries between cross-departmental data sharing and national security,commercial secrets and privacy protection.Relevant survey data show that some places have issued data resource management system documents,including the formulation of comprehensive management measures for government data,and the provisions and requirements for activities such as departmental data aggregation,storage,management,and sharing,so as to provide legal guarantees for data sharing.Some localities have introduced plans for the integration and sharing of government information systems.The research methods of this paper mainly include literature research method,case analysis method,interview method and so on.Focusing on the tax-related data sharing mechanism of the F County Taxation Bureau,the case analysis method studies the coordination mechanism of cross-departmental data sharing,and further studies the administrative coordination mechanism for releasing data potential,breaking through departmental barriers,and promoting process reengineering to achieve cross-departmental data sharing between governments from the aspects of data sharing mechanism,management system and concept,legal constraints,information technology and security.This paper first systematically introduces the current research results on the cross-departmental data sharing and coordination mechanism at home and abroad,and then starts from the current situation of tax-related data collaborative governance in F County,analyzes the reasons for the current problems of cross-departmental data sharing,mainly one is the management system and the dispute over rights and interests,the second is the obstacle of information islands,the third is the obstacle of insufficient support of laws and regulations,and then summarizes and improves the countermeasures of the cross-departmental data sharing and coordination mechanism according to the cause analysis,mainly to improve the functional system of government data governance agencies.The second is to improve the institutional functions and the construction of a standardized system,the third is to improve the level of information terminal construction,and the fourth is to improve the system of laws and regulations.
