In today’s new era,the demand for talent in society is increasing,and deepening the reform of education has penetrated into various stages of the education industry,especially higher education.Since the implementation of the university funding policy,with the continuous promotion of the reform of the university fee system,in order to implement the core idea of not allowing any university student to attend school,the Party Central Committee and local governments have successively issued many funding policy measures through decades of continuous exploration,gradually building a funding policy that is in line with China’s national conditions.However,with the increasing enrollment scale of universities,the proportion of college students in universities is also constantly increasing.Various universities have encountered some problems in implementing student aid policies due to various reasons,which runs counter to the intention of the aid policies.Based on this,this article chooses to study the implementation status of J city’s university funding policies,understand the implementation status and methods of J city’s university funding policies,and evaluate existing funding policies to provide suggestions for policy makers.The article focuses on evaluating the existing funding policies for college students;On the one hand,it enriches the relevant theories of the evaluation of university student funding policies in China,and on the other hand,it has crucial practical significance for precise funding,improving social benefits,and promoting harmonious social development.The article first explains the relevant core theories,briefly introduces the theory of public policy evaluation,and analyzes the implementation status of university student funding policies in J city through evaluation theory analysis.Subsequently,a detailed review was conducted on the evolution of financial aid policies for economically disadvantaged students in Chinese universities,introducing the current funding policy system in China.Based on the corresponding theoretical basis,a reasonable survey questionnaire was developed,and then empirical surveys were conducted on J city’s university students through questionnaire distribution and on-site investigation.The results showed that the current subsidy policy has achieved certain results,such as wide coverage,students receiving subsidies are relatively satisfied with the subsidy policy,and student loans meet the basic needs of university students.However,during the investigation,it was also found that there were not enough funding projects,unclear standards,insufficient publicity,and a lack of strong supervision mechanisms.For the above issues identified,the paper briefly summarizes the achievements and shortcomings of developed countries such as the United States,the United Kingdom,and Japan in terms of university funding policies,and obtains successful experiences that can be used for reference by China to improve funding policies.Finally,based on relevant knowledge of public policy research and policy evaluation,a comparative analysis is conducted on the implementation effectiveness of current university funding policies in China.At the end of the article,the research direction is determined by studying the above issues.Based on an empirical survey of the evaluation of university student funding policies,combined with current funding policies,corresponding improvement measures are proposed,including deepening the understanding of the value of funding policies among college students,enriching university student funding projects,improving university student funding policies,improving university student evaluation mechanisms,and building a favorable policy environment.
