| At present,China is facing unprecedented important development opportunities and major risks and challenges.Strengthening military reform,building the people’s army into a world-class military in an all-round way,and ensuring that it can respond quickly and effectively in the event of anything,are the requirements of our Party to build a strong military in the new era.As an important national talent resource,college students must play an important role in building a strong military.It has been more than ten years since the implementation of the college student recruitment and enlistment policy in 2009,which has played a huge role in encouraging college students to join the army.Especially since the "two recruitment and two retirement" policy for college students was officially put forward in 2020,the college student recruitment and enlistment policy has played an important role in encouraging college students to join the army and ensuring that colleges and universities complete the recruitment tasks in spring and autumn.As a public policy serving the national defense construction,it is inevitable that some problems will occur in the implementation process,The discovery and solution of the problems is a powerful guarantee to promote the effectiveness of the policy.This paper selects the students in this remote area of Panzhihua as the research object,The research methods involved include: literature research,interview,questionnaire survey and observation.According to the actual situation of Panzhihua City,the contents of the latest college student recruitment policy in China,Sichuan Province and Panzhihua City were systematically sorted out to determine the scope of research policy implementation.Taking Panzhihua university students as the subjects of questionnaires and interviews and analyzing the sample data;The in-depth interviews were conducted with the staff of the Armed Services Department of Panzhihua universities,the military recruitment office and the Bureau of Veterans Affairs.Based on the Smith policy implementation process model,it analyzes the implementation status of Panzhihua from four aspects: the specific policies of Panzhihua,the various organizations of college students’ recruitment,the college students’ groups and the overall environmental factors.The main problems found include: the attraction of conscription policy to excellent college students is not enough;The cooperation between the armed forces departments,colleges and universities,the civil affairs departments of the places of origin,and the affairs management departments of ex-servicemen is not close enough;The physical conditions of the students who are willing to join the army do not meet the requirements;The difference of urban and rural registered residence and the difference of only child have a certain impact on college students’ willingness to join the army;The political and economic environment at home and abroad is grim.In view of the problems found,based on the theories of human capital,incentive expectations and public policy implementation,the following suggestions are put forward on how to improve the effectiveness of the recruitment of college students in Panzhihua City: increase incentives,allocate and strengthen staff,comprehensively promote policy implementation and strengthen supervision,attach importance to the exploration and cultivation of potential college students,adhere to and strengthen publicity,and create a glorious atmosphere for enlistment.The suggestions put forward in these aspects will further encourage young college students with excellent physical and ideological qualities to actively participate in the military,promote the virtuous circle of the country’s selection of excellent college students to participate in national defense construction,and make a modest contribution to the national defense construction. |
