Research On The Construction Of Rule Of Law Villages Under The Background Of "three Governance Integration

As the Chinese going says,to govern a country according to its principles.Wu Jing of the Tang Dynasty said: “Law,the balance of the country,the criterion of time.”The rule of law,is an important support for promoting the modernization of national governance system and governance capacity.Therefore,it is necessary to promote the construction of rural areas under the rule of law,inject new momentum into rural governance,and provide a solid rule of law guarantee for the rural revitalization.The rule of law in rural construction should adhere to the correct direction of “three governance integration”rural governance system,use the rule of law to empower rural governance,and promote good rural governance with Good Laws.Through three research methods of literature research,case study and interview,supported by major theories of social governance and collaborative governance theory,this paper analyzes that how to deepen the rule of law in rural construction,improve the legal literacy of farmers,promote the observance of the law by all,and build a society ruled by law,under the guidance of the integration of autonomy,rule of law and rule of virtue.Autonomy,Rule of Law and Morality influence each other.The rule of law in rural construction should make full use of the power of autonomy,rule of virtue,and enhance the efficiency of governance.This paper takes the city of Q as an example,through investigation and interview,to consolidate the foundation of autonomy by means of strengthening the cohesion of Party organizations,making township rules and regulations,implementing democracy and the rule of law.Construct the public legal service system,and improve the rule of law literacy of farmers;Carryout rural civilization activities to change customs,cultivate a modern culture of democracy and the rule of law.It finds that in the specific practice of rural construction under the rural governance system of “three governance integration”,there are still problems such as multiple governance subjects that have not formed synergy,the imbalance in the level of the rule of law in rural collaborative governance and weak awareness of the rule of law of governance subjects,weak foundation of rural rule of law culture,and the imperfect public legal service system in collaborative governance restrict the construction process of rural areas under the rule of law.The reasons are that the legal system of rural collaborative governance is not perfect;the mechanism of multiple collaborative governance is not in place;the lack of innovation in rural collaborative governance;the loss of rural talent in law;the transformation of rural values,which affect the continuity and improvement of rural governance.Collaborative governance theory as a guide to promote the rule of law in rural construction.From the perspective of the government,we should give full play to the Party’s leadership and cohesion,fully mobilize the enthusiasm of diverse subjects to participate in rural governance,to expand the channels for the public to take part in public decision-making and solve problems under the guide of Three governance integration.we should inherit and carry forward the excellent traditional culture,build the local legal culture,and promote the rule of law in rural construction.On the premise of equal consultation,we will do a good job in the investigation of contradictions and disputes and public legal services.We will promote the rule of law in rural coordinated governance,effectively let the rule of law go to the hearts of the farmers,and create a good atmosphere in society where morality is upheld,law is sought,and contradictions are resolved by law.
