Research On Existing Problems And Countermeasures Of Rural Governance In R Town Of D County From The Perspective Of "Three Governance And Integration"

The modernization of rural governance is the cornerstone of the modernization of national governance.The quality of rural governance not only concerns the healthy development of the countryside,but also reflects the level of national governance.The report to the 19 th National Congress of the CPC clearly put forward the implementation of the rural revitalization strategy,and stressed the need to strengthen basic rural work at the community level,improve the rural governance system that combines autonomy,rule of law and rule of virtue,and improve the social governance system that features Party Committee leadership,government responsibility,social coordination,public participation and legal guarantee.Local practice and exploration also show that in the process of building a modern rural governance system with effective governance,it is necessary to adhere to the autonomy as the basis,the rule of law as the guarantee,the rule of virtue as the support,the construction of "three governance integration" rural governance system,and realize the transformation from traditional single management to diversified cooperative governance.The judgment and structure of "three governance and integration" fit in with the objective reality of rural governance in China,and help to stimulate the vitality of rural governance and recover the autonomy of rural development.Therefore,it is of great practical significance to study rural governance from the perspective of "three governance and integration".In this paper,the governance situation of R town in D County is taken as the research sample.From the perspective of autonomy,rule of law and rule of virtue,the existing problems in the governance of R town in D County are discussed and studied by using the methods of literature research,investigation and statistical analysis,and the theory of multi-center governance and digital governance.Through field investigation,it is known that the existing problems in D County and R town are mainly that the rural governance forces are not fully played and the effectiveness of "three governance integration" is not ideal.Through analysis,the main reasons for the existing problems are put forward,respectively,the construction of multiple subjects in rural governance is not in place,the "three governance integration" rural governance system is not perfect.Finally,combined with the existing theoretical basis and research results,this paper proposes countermeasures and suggestions to optimize the rural governance path of "three governance integration" in D county and R town,which is to promote the participation of rural diverse forces in rural governance,and give full play to the role of grassroots party organizations,government,social organizations,villagers and other forces in rural governance.To promote the development of "three governance and integration" in rural areas,continue to consolidate the foundation of rural governance and autonomy,strengthen the construction of rural legal system,deepen the leading role of rural moral governance,and pay attention to the overall effect of "three governance and integration";We will promote "digital" rural governance and improve the modernization of rural governance systems and capabilities.This paper finds that the digital governance theory provides a new way of thinking for rural governance,which can effectively solve the problem of the failure of the traditional governance model,and is also an inevitable trend in the current information age."Digital governance" is the key to promote the modernization of rural governance.We should constantly strengthen the "digital" governance of rural areas,promote the intelligent,refined and institutionalized rural governance,and continuously improve the efficiency of rural governance,so as to lay a solid foundation for the comprehensive revitalization of rural areas.
