| In recent years,with the arrival of the era of knowledge-based economy and the need of industrial transformation and upgrading,science and technology play an increasingly important role in the economic development of a country and a region,and talent,as the carrier of science and technology,has therefore become a scarce resource to be grabbed by all over the country.Since the middle of the last century,western countries have gradually realized the important role that talents can play in a region,and they began to adopt effective talent introduction policies,such as enhancing capital investment,offering favorable salaries and related benefits,strengthening related supporting services and other ways to attract talents from all aspects.In recent years,our country has gradually realized the importance of talent,and all parts of the country have begun to work out the strategy of talent introduction that conforms to local reality and is suitable for local development.For county area,talent introduction is more to boost the economy,accelerate development,complete the curve overtaking one of the best shortcut.This paper takes D area talent introduction as the research object,takes push and pull theory and incentive theory as the research perspective,and uses questionnaire survey and interview method to summarize the common problems in talent introduction in county areas:unclear government positioning,insufficient attraction of talent introduction strategy,incomplete content,and insufficient role of talent carrier.Finally,this paper uses the method of comparative analysis to draw lessons from the relevant excellent experience of developed first-tier cities and emerging catch-up cities.The governments of first-tier developed cities attach importance to and constantly update their own ideas,make great efforts to build innovative research and development platforms,and accurately position their own talents according to the needs of the industry.The emerging catch-up cities with less developed economy mainly rely on local industrial characteristics to attract talents,attract talents with"local feeling",and give full play to the role of market system and mechanism.These excellent experiences can be used by counties with difficulties in talent introduction for reference,and combined with their own actual conditions to develop talent introduction strategies in line with local conditions.By analyzing,summarizing and refining the three results above,we can conclude that the county area needs to improve and improve in the future talent introduction work:First,Optimize the design of talent introduction;Second,Improve the talent introduction mechanism;Third,accelerate the construction of talent cultivation platform;Fourth,improve the environment for talent development. |
