Talent introduction has been one of the key tasks of governments at all levels in recent years.The report of the 19th National Congress of the Communist Party of China stated that"talent is a strategic resource for achieving national rejuvenation and winning the initiative in international competition".Local governments are actively taking measures and vigorously implementing talent introduction policies,pushing the "battle for talent" to a new height.1、Second tier cities have unique advantages in talent introduction,while underdeveloped areas such as counties and districts face many problems in attracting talents.This article takes P County as an example to study the implementation of local talent introduction policies.This article uses the Smith model to analyze the problems and improvement paths of talent introduction in P County,Texas,focusing on the influencing factors of the Smith model(execution policy,target group,execution subject,policy environment)and the McLaughlin interaction model.The research focuses on the talents introduced in P County,Texas.Through literature research,questionnaire surveys,on-site interviews,and other methods,combined with relevant information obtained from on-site interviews and questionnaires with member units,employers,and introduced talents of the Talent Work Leading Group in P County,Dezhou City,in-depth analysis of the effectiveness of policy implementation has been conducted.It has been found that there are problems such as serious homogenization of policy content,insufficient execution ability of policy execution entities,cognitive barriers to policies among target groups,and the need to improve the policy environment,And the reasons for the formation were analyzed based on the problem.Finally,in response to the problems in the high-level talent introduction policy in P County,Dezhou City,this article,based on literature review and statistical data analysis,takes the implementation process of the high-level talent policy in P County,Dezhou City as the starting point,and proposes targeted optimization strategies based on the effectiveness of policy implementation,combined with the opinions and suggestions provided by interviews and survey respondents,including improving policy formulation and promotion,improving policy mechanisms,and enhancing execution Fully consider the needs of the target group and improve the policy environment.I hope that through the study of the introduction of high-level talents in P County,Dezhou City,this article can provide reference and assistance for other economically underdeveloped areas to carry out high-level talent introduction related work.
