With the development of today's times,talents are playing an increasingly important role,people are committed to the competition for talents,only the advantages of talent will be in the main position in the competition.The country also pays more and more attention to the cultivation of talents.In different regions and countries,talents have great advantages.Not only some big cities pay attention to the cultivation of talents,but also some small cities are introducing talents extensively,and even some county-level cities are sparing no effort to pay attention to the cultivation and recruitment of talents.Shandong province is planning rapid development and is also concerned about talent.Shandong provincial government has issued the talent plan,which clearly defines the goal and direction of economic development in Shandong province.County-level governments are an important link connecting the provincial level with villages and towns,and play a very important role.Only in this way can county governments pay more attention to talents,can they respond to the policy call of upgrading.Longkou City of Shandong Province is a county-level city,which belongs to the scope of Yantai City and is at the forefront of some county-level cities in Shandong Province.In recent years,with the development of Shandong's economy,Shandong Province is increasing the cultivation and introduction of talents,and the effect is obvious,but there are some problems in Shandong Province,such as backward start or lack of relevant policy support,and the talent is not perfect enough.This paper mainly draws lessons from some theories of talent introduction at home and abroad,and through the comparison of talent introduction policies in different places,understands some problems existing in the work of talent introduction in Longkou City,Shandong Province.And learn from the best places to bring in talent.Improve the talent introduction policy,according to the local actual situation and development situation to formulate more suitable policies for the introduction of talent in the city,make full use of the role of talent,promote the better development of local economy.Based on the theory of human capital and talent flow theory and talent incentive theory as theoretical tools,in shandong province talent introduction policy and talent introduction results were analyzed,and found that the status of the talents in shandong province has the talent introduction policy and platform there is a problem,the county geographical environment for talent introduction,talent service and backward development of atmosphere,and backward talent management mechanism,etc.By combining with the advanced experience of the talent introduction policy of cities at different levels in China,we can get the enlightenment of formulating the talent introduction policy.On this basis,the author puts forward some suggestions to optimize the talent introduction policy of Longkou,including creating a perfect talent policy brand,optimizing the environment for talent introduction,providing a good atmosphere for talent development,deepening reform and promoting three mechanism innovations,and fully releasing the talent efficiency.
