In recent years,the Government has attached great importance to the construction of science and technology talent and has launched a series of related policies.At the same time,the effectiveness of the implementation of the science and technology talent policy has also attracted attention.How to effectively implement and enforce the policy of science and technology talent has become a major issue facing government departments at all levels.Based on Smith’s model of the policy implementation process,this paper is a systematic study on the implementation of Q city’s science and technology talent policy by case analysis and interview study.From the perspective of research,three levels of coding method are used to analyze the phenomenon and reasons of the bias of Q city’s science and technology talent policy,and some suggestions are put forward to optimize the implementation of Q city’s science and technology talent policy from four aspects:the policy itself,the implementing agencies,the science and technology personnel and the environment.This study found that in the course of the implementation of the science and technology talent policy in Q city,selective implementation,symbolic implementation,mechanical implementation,lag implementation and so on.The factors leading to the bias of Q city’s science and technology talent policy are:macroscopicity and complexity of the policy itself,alienation of the main organization,lack of effective interaction with target groups and limited supply of environmental resources.These factors and the tension between them further aggravate the bias.To analyze the performance and reasons of these bias,this paper thinks that the optimization of the implementation of science and technology talent policy by the local government represented by Q city can start with the management and feedback of these four factors,including optimizing the design and content at the top of the policy,perfecting the implementation mechanism,strengthening the main body’s ability,increasing the target group’s identification and participation in the policy,and enriching the supply and guarantee of resources for implementation.This research focuses on microcosmic,takes the actual feedback of the subject and object of the policy as the starting point,combs through the characteristics of the specific problems existing in the implementation of the Q city’s science and technology talent policy,analyzes its causes,and puts forward countermeasures and suggestions in order to provide a new perspective for improving the implementation of the city’s science and technology talent policy.At the same time,it can be used as a reference for other similar cities to be more active and effective in implementing science and technology talent policies.
