| In recent years,the "war of robbing people" in various regions has been frequent and increasingly fierc E.The logic reflected behind it is that talent,as the first resource,is more important in high-quality development.In order to implement the Party and national policies and improve the comprehensive competitive strength of the region,the governments of different regions have issued various talent policies in combination with their own realities,and introduced various talents by constantly strengthening publicity and upgrading incentive policies and improving the treatment,service and security of talents.Binzhou fully magnifies its comparative advantages,comprehensively promotes the talent gathering strategy,and focuses on creating a talent development system of "smart city",providing necessary intellectual support for the construction of "prosperous and strong Binzhou".The paper is divided into five parts.The first part mainly describes the background and significance of the topic of this research,introduces the talent policy and policy implementation with reference to the research status at home and abroad,conducts comprehensive research using questionnaire,interview and literature review methods,and explains the innovation of the paper.The second part defines the concept of talent,talent policy and public policy implementation,and introduces the connotation of the selected Smith policy implementation model,which is the fundamental theoretical source of this paper.The third part mainly introduces the current situation of talent policy implementation in Binzhou City,combs and expounds the talent policy formulated by Binzhou City in recent years,clarifies the development context of policy formulation,introduces the main body of talent policy implementation,and summarizes the implementation mechanism and effectiveness of talent policy in Binzhou City.The fourth part,using the Smith policy implementation model,analyzes the problems and reasons in the implementation of Binzhou talent policy from the four dimensions of idealized policy,executive subject,target group and environmental factors.The fifth part proposes countermeasures and suggestions to optimize the implementation of talent policies in Binzhou City,mainly including four aspects:establishing a systematic and scientific policy formulation system,strengthening the self construction of the executive body,expanding the awareness rate of target groups’ policies,and optimizing the policy implementation environment.This paper analyzes and studies the implementation status of Binzhou’s talent policy,and puts forward optimization suggestions for the implementation of Binzhou’s talent policy in a practical sense,hoping to help Binzhou’s talent policy to achieve more significant positive results in the implementation,so as to help Binzhou fully release talent dividends in the development and promote the industrial transformation and upgrading of Binzhou,Provide more sustainable human resources support for the high-quality development of Binzhou City. |
