| Talents is the first resource,the backbone of improving the high-quality development of cities,and has become the focus of attention of all countries in the world.Along with our country talented person strong country strategy’s putting forward,the whole country has responded in succession,formulated has introduced a series of talented person to attract the policy.Tangshan’s "Phoenix Elite",studied in this paper,is one of them.The promulgation of a large number of talent policy has also driven many experts and scholars for the study of talent policy and its implementation.This paper uses the Smith model,through Literature Research,questionnaire survey,comparative analysis of Tangshan “Phoenix Talents” policy implementation research.This paper analyzes the problems in the following four aspects: the coverage of the policy and the need to expand the universality of the policy,the inefficiency of the main body of the policy implementation,the weak support of the target group for the talents of Tangshan Industry,and the uncoordinated development of the environmental factors,further,the reasons for the problem are analyzed from the four aspects of Smith’s model: idealized policy,executive body,target group and environmental factors,that is,the lack of systematic research and effective evaluation in policy-making,the low degree of compatibility between talent policy and industrial chain development,the complexity of executive body,the quality and ability of executive personnel to be improved,the inadequacy of talent system and mechanism,the inadequacy of the needs of target groups at all levels,the low enthusiasm of target groups,the lack of attractiveness of the urban environment,and the fragmentation of talent cultivation environment.Then explore innovative measures to improve the implementation effect of Tangshan’s “Phoenix Talents”,such as forming a professional “Phoenix Talents” policy system-building team,focusing on the integration and promotion of talent policies,establishing a regular evaluation and revision mechanism,bringing into play the advantages of multi-agent aggregation,innovating the policy dissemination media,establishing a mechanism for policy implementation and talent supervision,expanding the total number of talents recruited,strengthening the existing talent cultivation,enhancing the awareness of talent participation in policy-making,building a platform for talent cultivation in various fields,and taking various measures to enhance service guarantee,it will make Tangshan more advantageous in attracting talents,and finally realize the virtuous circle pattern that the imported talents will promote the transformation and upgrading of Tangshan’s industry and speed up the development of the industry to attract talents. |
