Investment attraction has always been an important force to promote local economic development.Especially since the 19th National Congress of China,China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development,which has promoted the rapid promotion and development of investment attraction work,but it has also brought considerable pressure to local governments at all levels.In order to speed up the construction of a modern economic system and promote high-quality development,The State Council passed the Regulations on Optimizing the Business Environment in 2019 to escort the work of attracting investment.As the main position of investment attraction work,the development zone has also ushered in great changes.After the end of the 19th National Congress of the CPC,The State Council has successively issued documents on the reform and development of the development zones,hoping that the development zones can give full play to their industrial and institutional advantages and drive the regional economic development.With the continuous deepening of the reform of the government departments,the management mode of the government work has gradually changed,and the government performance appraisal is being accepted by more and more departments and personnel.In order to mobilize the enthusiasm of the personnel,face the work of attracting investment with a passionate attitude,introduce more enterprises and projects for the local governments,promote the high-quality development of the local economy,and promote the work of attracting investment to achieve new results,the local development zones have adopted the way of performance assessment.Z economic and technological development zone,started reform in 2018,through reform,simplify the institutional setup,compressed the number of personnel,gradually stripped the social affairs,at the same time cancelled the original organs and institutions staffing,adopt full employment system and introduced the KPI performance appraisal system,all work is to be able to better promote the investment promotion and capital introduction work.The introduction of KPI performance appraisal system,to a large extent,reduce the government personnel work shuffle wrangling,lazy lazy phenomenon,improve the overall work enthusiasm and work effect,Z economic and technological development zone has also made significant achievements in investment promotion and capital introduction,mainly reflected in the five industrial park enterprises have settled in,from the original wasteland gradually developed into a mature industrial park.But through deep communication with Z economic and technological development zone staff,found that Z economic and technological development zone in the process of investment promotion of performance appraisal system still has some problems,lead to performance appraisal to improve investment promotion results did not achieve the best effect,such as assessment object is low satisfaction of appraisal system,appraisal system is not perfect,single,complex appraisal process,appraisal process is too formalized,appraisal results is not transparent and the unreasonable use,etc.This paper analyzes the existing KPI performance appraisal system in Z Economic and Technological Development Zone,Investigate and understand the opinions of the assessment subjects and the assessment objects in the process of performance appraisal,At the same time,visit and investigate the opinions and suggestions of relevant enterprises on the government performance appraisal,Try to introduce OKR methods(objectives and key results,Objectives and Key Results),The organic integration of KPI and OKR,To make up for the deficiencies exposed by adopting the KPI performance appraisal system in Z Economic and Technological Development Zone,Making Z Economic and Technological Development Zone to meet the emerging problems in investment attraction in a better state,We will vigorously promote high-quality development of local economies.
