Performance appraisal is an important part of the work of cadre management.Strengthening and improving performance appraisal can mobilize the enthusiasm of cadres and officials to start a business.The Investment Promotion Office of Beichen District of Tianjin City is responsible for investment promotion.By enhancing the accuracy and effectiveness of performance appraisal of civil servants,strengthen the motivation of cadres,and improve the effectiveness of investment promotion.The theme of this research is the design of the performance appraisal system of the Investment Promotion Office of Beichen District of Tianjin City,sorts out the evolution of performance appraisal of civil servants system of China,analyze the current situation of department performance appraisal of civil servants through performance management theory research,and point out that there are problems including indicator separation strategy,choice of appraisal subject not unscientific,poor objectivity,insufficient quantification,difficult to compare horizontally.On this basis,the research redesigned a set of performance appraisal system of civil servants using the balanced scorecard tool.First,develop a department-level balanced scorecard,state the department’s mission according to a standardized method,formulate goals and indicators for the main part,and finance,draw up a strategic map.And through the questionnaire survey method and the analytic hierarchy process to give weight to each indicator,clarify the appraisal subject,appraisal cycle,appraisal method.Secondly,decompose the appraisal indicators layer by layer,develop a balanced scorecard at the director,department,and individual levels in turn,adopt a normalization method to determine the weights separately,and design a set of performance appraisal indicators for each appraisal object.Finally,in order to test the expected effect of the performance appraisal system,take the 2020 assessment as an example to conduct a simulation appraisal.From the results,this performance appraisal system has basically solved the current problems and achieved the expected results.The scientificity,pertinence,and accuracy of performance appraisal have been significantly improved.
