The public education services during the junior high school stage,as an important component of compulsory education,play a very important role in the healthy growth of young people in China.Teacher performance management plays a decisive role in improving the quality of primary and secondary school education.As an underdeveloped area in education,there are still many problems in the performance management of primary and secondary schools in Wuhai City.In order to conduct in-depth research and analysis on the problems of performance management in Wuhai City,identify,analyze,and solve the exposed problems one by one,in order to promote the optimization and improvement of the performance management system in junior high schools in China,this article conducts a systematic study.This article is based on the results of literature review,questionnaire survey,and interview methods.Starting from the four stages of performance management,it is found that the problems of performance management in junior high schools in the city lie in:1.insufficient promotion of performance plan formulation,with managers participating far more than teachers.2.The performance implementation process is not easy to operate,and the setting of assessment indicators is unreasonable.3.Performance evaluation emphasizes top-down,with quantitative evaluation far exceeding qualitative evaluation.4.Performance feedback is not timely and formalized,and the application of performance results is not sufficient.Next,this article analyzes the reasons for the problem and provides a starting point for optimizing the performance management of primary school teachers in Wuhai City.Finally,in response to the issues and reasons investigated,combined with the theory of target management,360 degree performance evaluation method,Maslow’s hierarchy of needs theory,and the actual situation of the city,four countermeasures are proposed:firstly,to enhance the publicity awareness of managers and enhance the understanding of the role of teachers as the main body.The second is to update the concept of teacher performance evaluation and improve the performance evaluation indicator system.The third is to establish a comprehensive performance evaluation system by combining quantitative and qualitative evaluation.The fourth is to optimize the performance evaluation feedback mechanism and increase the application of performance feedback results.Furthermore,it will truly play a role in the performance evaluation of the city’s junior high schools,futher improve the school’s educational efficiency,and contribute to improving the national level of quality education.
