Research On The Administrative Examination And Approval Reform Of Ningxia Radio Management Under The Background Of "Decentralization,Administration And Service"

Reform of "Decentralization,Administration and Service" that is,the reform of "streamlining administration and delegating power,combining decentralization and management,and optimizing services",is referred to as the reform of streamlining administration and delegating power,combining decentralization and management,and optimizing services.It was first proposed by Premier Li Keqiang on May 12,2015 at a teleconference on promoting the transformation of functions of decentralization and decentralization in the whole country.Its purpose is to release market vitality and social creativity through government decentralization and regulatory reform,so as to make more space for the market and remove the complicated constraints for enterprises.Through reform,we can transform government functions,realize the transformation from management-oriented government to service-oriented government,and enhance people’s sense of gain and satisfaction.Practice has proved.With the deepening of the reform of "streamline administration,delegate powers,and improve regulation and services",more and more institutional dividends have been released.The reform has burst out great energy in the process of optimizing the business environment and strengthening the government.The Ningxia Hui Autonomous Region Radio Management Committee Office(hereinafter referred to as Ningxia RMC)has continuously explored ways and means to deepen the reform of "Decentralization,Administration and Service" based on its own development needs,and has achieved obvious results.Some reform measures have even become a model for the whole region and even the whole country.Through field research,the author found that through the reform of "Decentralization,Administration and Service" the administrative examination and approval was more open and transparent,the efficiency of administrative examination and approval was greatly improved,and the efficiency of administrative examination and approval was greatly improved.The reform of Ningxia RMC not only improves the efficiency of government services and optimizes its own business environment,but also creates valuable experience for other departments in the region and radio management departments in other provinces across the country,which is worth studying and promoting.At the same time,the author finds that Ningxia RMC also has some problems in the process of continuous deepening reform,such as inconsistent standards of examination and approval matters,multi-head management,"information island" and decentralization,management and service.In view of these existing problems,the author through field research,literature review,combined with service-oriented government theory and government process reengineering theory,from the top-level design of approval matters is not perfect,the process reengineering is not in place,the information platform construction is not perfect,the data sharing mechanism is not clear and the radio management industry is professional and special.Finally,it puts forward countermeasures and suggestions from four aspects:revising the system,strengthening management,optimizing the information platform and improving service awareness.
