Discuss The Reform Of Administration Examination And Approval System On The Concept Of Service-oriented Government

In the end of Twentieth century,the development of Chinese market economy become mature gradually,some abuses were exposed about the administration and approval system which established in the traditional planned economy. Some problems such as interference in the market overly,complicated examination and approval, irregular procedures, expansion of government power impeded the development of market economy seriously.After China accession to the WTO,the reform of administration examination and approval is imperative in order to follow the operating rules of international economic and trade.But to select a right guiding theory is a big problem in academic.Beginning of this century,Chinese government proposed the aim to construct a service-oriented government and to build a harmonious society. This is a big challenge for traditional Chinese "official standard" concept,at the same time,this is an expression that our government have the determination to regulate their own behaviour and services to the public.I believe that, nowadays, to reform of administration examination and approval system should follow the concept of service-oriented government, to change the government's functions in the principles such as democracy,equity,responsibility.To achieve the change from traditional control-government to service-oriented government,to maximize the social's interest, transfer the government's power to the market and social. This thesis discuss the reform of administration examination and approval system on the concept of service-oriented government in four part.Firstly,analysis administration examination and approval system and the concept of service-oriented government.Secondly,analysis American and Japanese policy,experience and inspiration about the reform of administration examination and approval system;Thirdly, analysis the development process and reform status about Chinese administration examination and approval system.In the end,proposed some specific methods and make some feasibility analysis about the reform of administration examination and approval system on the concept of service-oriented government.
