A Study On Problems Of Taizhou’s Administrative Examination And Approval Reform And Countermeasures

Profound changes have taken place in both China and the international world.To do a good job in one’s own things and perfectly deal with risks and challenges,more efforts should be done to stimulate the energy of market main body,increase competitiveness,so as to achieve high quality development.In the past four decades since China’s Reform and Opening Up,the globe has witnessed a fast economic development in China.However,a series of issues and problems brought about by rapid economic growth also have been found in China at the meantime.New requests on how to better manage the relations between market and government under the background of a socialist market economy have been raised.Since the18 th National Congress of the Communist Party of China,transforming the government functions and promoting reform of administrative examination and approval have turned to be the core content of building a service government under the context of deepening reform comprehensively.Currently,complex approval procedures,low efficient working flows,much attention on approval procedures while less attention on supervision were widely seen in the process of administrative examination and approval,which are the main obstacles for improving efficiency and building service government.This study reviewed the country’s efforts on simplifying administrative procedures and delegating powers to lower levels,and fully implementing “decentralization-to-management-to-service” reform,elaborated the concepts related to administrative examination and approval department related to the concept,and applied the holistic governance theory as the supporting theory to illustrate the reform of administrative examination and approval department.Then it built the analytical framework of tissue reengineering,functional transformation and methods innovation.This study reviewed the reforming process of Taizhou Administrative Examination and Approval Bureau,summarized the achievements and existing problems of its reform and analyzed the causes of these problems.Studying the cases of administrative examination and approval reform in Binhai New District of Tianjin Municipality and Zhejiang Province,the study analyzed the strengths of the reforms in the two places.Combining the experience of other places with the real situation in Taizhou,the study gave countermeasures and suggestions to optimize the working flow design,build standardized administrative examination and approval procedures,set up monitoring system and supporting measures for administrative examination and approval,so as to lay solid foundation for online approval and“3550” reform.
