Research On The Influencing Factors Of Government Data Openness Policy Diffusion Based On Qualitative Comparative Analysis

The wave of government data openness has swept the world.In China,the big data strategy has risen to a national strategy.With the promotion of the national development strategy and related policies,government data openness has become an indispensable part of promoting the modernization of government governance in China.The dissemination of government data openness policies at the provincial government level is a typical policy diffusion process.Conducting a configuration analysis of government data openness policy diffusion and summarizing the innovation paths reflected in the results are the practical needs of big data development.Exploring the complex linkage mechanism between various conditions,exploring the influencing factors and configuration paths of government data openness policy diffusion,and providing reference for practice can further promote government data openness and enrich relevant research results.Based on the theory of policy diffusion,this article divides the diffusion process into two different stages according to the degree of policy diffusion,and presents the dynamic process of policy diffusion on this basis.Combining the research of foreign scholars on the policy diffusion analysis framework with the actual situation and policy environment faced by domestic policy diffusion,a government data openness policy diffusion analysis framework suitable for China’s national conditions was constructed.Among them,policy adoption and implementation are taken as outcome variables,internal and external influencing factors are combined,and technological foundation,financial resources,policy demand,vertical pressure,and horizontal competition are selected as conditional variables that affect the diffusion of government data openness policies.In order to conduct research on the diffusion of government data openness policies in China,this paper analyzes the core elements and path combinations of factors affecting the diffusion of government data openness policies from both policy adoption and implementation based on fuzzy set qualitative comparative analysis(fsQCA).The results show that the diffusion of China’s government data openness policy is the result of a combination of multiple factors,and there are three main paths for the adoption and diffusion of government data openness policy:endogenous driven diffusion,forced driven diffusion,and internal and external linkage diffusion;There are two main paths for the implementation and diffusion of government data openness policies:proactive implementation and responsive implementation.Finally,combining the characteristics,influencing factors,and path combinations of policy adoption diffusion and implementation diffusion,this paper discusses how to further promote the diffusion of government data openness policies in practice.
