Research On Comparative Analysis Of Foreign Open Government Policy Contents And Its Enlightenment To China

The state political power has experienced of the people’s sovereignty from the feudal dictatorship to the People’s sovereignty.And the information developed from the time of record by knot to information explosion in the internet age,which put forward a higher command to the pursuit of democracy and the humanization of mankind.Whether it is information under the democratic or democratization of the information,it all requires governments under different poles implement government information disclosure and keep the data open,which will meet the demands of the times and maintain the interests of the people.With the increasing awareness of public participation and the increasing public demand for public services,the government has to meet new challenges to government governance,which pushed the open government to the world stage.One the other side,the rapid development of information and communication technology provides a strong technical support to the construction of open government.In the current time,there are so much literature studying the open data from the perspective of information management,and this paper tries to study the open government policy itself from the perspective of government management,which will provide some inspiration and recommendations to further build an open government.The article first introduces the background and significance of the thesis,analyzes and summarizes research of related issues on the open government by the domestic and foreign scholars,such as information disclosure,open data and transparent government,besides this paper elaborates the research ideas,research methods,as well as the existence of innovation and shortcomings of those references.Definition of related concepts in the second chapter,including open,open government,and open government policy.In the third chapter,interpreting in detail of the open government policy content,as example of the United States,Britain,Canada and Australia,so that we have a better understanding of open government policy,including policy instruction,the relevant legislation,national action plan,etc.In the fourth chapter,in order to come to the conclusion that the four characteristics and experience in the policy of open government,from open information,open data and open dialogue between three dimensions of the United States,Britain,Canada,Australia,open government policy content analysis and comparison.The fifth chapter in the above,on the basis of in-depth analysis and comparison,put forward the enlightenment and suggestions to our country about open government construction.
