Research On The Evaluation Of Public Security Cultural Construction Level In Heilongjiang Province

In the great process of building a socialist cultural power and promoting the great development and prosperity of the public security culture,the unique cultural consciousness and cultural self-confidence of the public security team has become an important part of the core value system of the name police.In order to better build a harmonious police camp and achieve the fundamental purpose of harmonious relations between the police and the people,the Ministry of Public Security has issued a number of specific implementation plans on the construction of public security culture.Public security organs at all levels throughout the country attach great importance to and respond quickly,closely around the overall situation of public security work,comprehensively promote the construction of police camp culture,clean government culture,rule of law culture,and hero culture,constantly meet the spiritual needs of the police,enrich the spiritual world of the police Strengthen the police’s spiritual strength,provide strong ideological guarantee,strong spiritual power,strong public opinion support,and good cultural conditions for the rapid development of public security work in the new era,create a cultural atmosphere of happy work and happy life for the public security police,and make new and greater contributions to the construction of a harmonious relationship between the police and the people.This paper takes the construction of public security culture in Heilongjiang Province as the research object.First,it determines the research background,research purpose,research significance,and research ideas,main contents,research methods and research innovations through the understanding of domestic and foreign literature;Secondly,through a large number of literature studies and a comprehensive survey of the construction of public security culture in Heilongjiang Province,the main body,contents,forms,functions,characteristics and historical achievements of public security culture construction are sorted out in detail.Combined with the reality of the construction of public security culture in Heilongjiang Province,the problems and deficiencies restricting the development of the construction of public security culture are analyzed;Thirdly,it classifies the indicators of the public security cultural construction indicator system,and preliminarily determines the evaluation indicators of the public security cultural construction level in Heilongjiang Province through three rounds of indicator screening.The analytic hierarchy process is used to determine the weight of indicators,and the evaluation value is determined by fuzzy evaluation data in the membership degree of each indicator.Finally,the problems existing in the construction of public security culture in Heilongjiang Province and the direction for subsequent improvement are identified by dividing different indicator types for analysis;Finally,according to the problems and reasons in the construction of public security culture in Heilongjiang Province,combined with the actual work,the paper puts forward optimization suggestions and measures from four major aspects: the construction level of public security cultural system,the construction level of public security cultural infrastructure,the construction level of public security cultural team,and the construction level of public security cultural security,and constructs a train of thought and way for the promotion and development of public security cultural construction in Heilongjiang Province,With a view to finding the basic law of the construction of public security culture in Heilongjiang Province at a higher level and realizing the goal of strengthening the police through culture.
