To build a ruling backbone contingent with steadfast politics,strong capability,sound work style as well as enterprising and energetic is the specific requirement proposed by the 18 th national congress of the CPC.As the major force for consolidating the ruling status of the party,the public security shoulder the major mandate for maintaining the long period of order and stability,securing the happy and prosperous life of the people.Enhancing the construction of the contingent of the public security scientifically,effectively and innovation will be conducive to the requirement by the public security work in the new period.To uplift the holistic capabilities and combat capability,advance the capability of anti-corruption,self-consciously resist the invasion by the social nonperformance and customs.However,the existing construction of the public security contingent has the malpractice and leak in the areas of theory,structure,system,method and inspection in the practice.This thesis will research on the methods such as case analysis,question paper inquiring,and interviews,start from the status quo and existing problems of the contingent construction of Heilongjiang Public Security Department,integrate the experience both theory and practice of excellent contingent construction of the public security domestically and internationally,try to raise the strategies of addressing problems in three modules featuring the administration of cadre team,the construction of team regulation and interview.This thesis also raise the pragmatic pattern in the plain area,explore and form the incentive mechanism of evaluation and feedback,and work assessment for the construction of public security team,so as to promote the construction of the cadre team of public security and better push forward the course of public security effectively.The thesis start from the clearance of problems with related to the the concepts of team construction and the follow-up questions is to support the thesis.The second part start from analyzing the problem of the current situation and basis condition of the Heilongjiang Public Security Department,look back to the historical process and conclude the major method and strategy taken during the work recent years,reflect the overall and detailed condition for the teamconstruction of public security.Based on that,the thesis will analysis the existing problems of the team construction of Heilongjiang Public Security Department according to the result of the questionnaire survey and interview,and from the administration of cadre teams(recruitment culture,organization construction,police-category-administration),team-normalization construction(model unit building,team administration mechanism,goal and accountability mechanism),cadre and personnel work(leader group construction,assessment with award and punishment,cadre promotion,cadre supervisory exchange,talent team construction)to find out the problems such as non-scientific of the structure of team construction,non-smooth of the cadre promotion channel(lack of vitality),vague on the objective and work assessment evaluation system(no incentive value),be short of operational supervision and feedback system.In accordance with the above-mentioned existing problems,the thesis conduct analysis from the specialty of the police team system,social transition factor,police force operation inefficiency,as well as lack of adaptable incentive system.At last,combine the model from the scholars both national and international and the theory of allocation of human resource,draw on the reform experience from excellent public security in the provincial-level and prefecture-level and Judaical field,the thesis conduct discussion and explore model from the following six aspect,including integration the structure of cadre team,complete a sound education and training system,work assessment evaluation system,exchange mechanism,improve the process of cadre promotion,improve the cadre supervision and feedback mechanism.
