| With the accelerating urbanization process,the government is paying more and more attention to innovative urban grassroots community governance,and exploring the development path of its own community has become the focus of development of each grassroots government now.In the context of the new era,the government-led administrative community is gradually replaced by the community self-governance model in which multiple subjects participate together as the mainstream of China’s grassroots community governance model.As a professional helping activity,modern social work plays an important role in providing professional services,solving individual difficulties,and promoting fairness,justice and social harmony.As a professional service provider,social work organizations have entered the grassroots social governance system through the practices of "three community linkages","five community linkages" and "social work stations" and gradually assumed more social responsibilities.However,as a new governance body,social work agencies still have a long way to go to take a place in a community governed by multiple actors,guide residents to participate in self-governance,and build a harmonious community.The study takes three social work agencies in the Huitian area of Beijing as the research subjects in light of the current situation,and obtains relevant information by interviewing the heads or front-line social workers of the agencies.The study focuses on the professional concepts and methods used by social work agencies in the process of grassroots governance,sorting out their roles and functions in the face of different grassroots governance subjects,summarizing the effective ways for social work agencies to participate in grassroots social governance,and making targeted suggestions for optimization in response to the problems in the process of participation.The study found that:first,social work organizations participate in grassroots social governance through the influence of social work concepts and methods on their clients.The professional concept of social work empowers the governance subjects to enhance the effectiveness of grassroots social governance,and its professional working methods can meet the increasingly individualized needs of residents and expand the ideas of governance.Second,the relationship between the subjects of grassroots social governance is complicated.In the process of participation in governance,how to coordinate and promote each grassroots governance subject to reach a cooperative relationship is a key point,which can promote the service model of collaborative participation of multiple subjects.Finally,it focuses on reflecting on the boundary between the government and social work agencies in the participation path,strengthening the capacity of social work agencies themselves as well as optimizing the external environment. |
