Pluralism And Co-governance:C County Social Organization Participation In Grassroots Governance Operation And Optimization Path Exploration

Since the 1970s,a new phenomenon has emerged in the world’s political,economic and social life.A variety of social organizations and civil society organizations have been established and developed rapidly.At the same time,all kinds of social organizations and groups have been widely involved in all fields of the whole grass-roots governance.The management of social public affairs is no longer the "one person decides" of the government,and social organizations are playing an increasingly important role in the social governance of the whole grassroots.The report to the Party’s 20th National Congress pointed out that a community-level social governance pattern featuring joint contribution,joint governance and shared benefits should be built,and that "the community-level social governance system featuring Party committee leadership,government responsibility,social coordination,public participation,and legal protection should be improved".This has pointed out the direction and put forward new requirements for the modernization of our country’s grass-roots social governance.Pluralistic governance of grassroots governance can effectively integrate resources of grassroots governance,promote the level of the whole grassroots governance,is the only way to realize the modernization of Chinese grassroots governance.In the new era,it is of great practical significance to explore ways to realize pluralistic and co-governance at the grassroots level.This article takes the participation of social organizations in grassroots governance in C County,Zhejiang Province as the research object.In recent years,the C County Party Committee and Government have led social organizations to deeply participate in grassroots governance,playing a role in emergency management,gathering social resources,serving people’s livelihood improvement,and assisting vulnerable groups.However,it also exposes the practical difficulties of participating in grassroots governance,such as the limited policies and mechanisms provided by government departments,the small fields and scope of participation,the small number and personnel of participation at the level of social organizations themselves,the low willingness and level of participation,the uneven level of participation ability,and the low satisfaction of the public’s understanding of social organizations.This article comprehensively collects domestic and foreign research cases to form a basic understanding of the concept of social organization participation in grassroots governance,and draws on it to form a theoretical foundation;And conduct on-site research on the current situation of the participation of social organizations in grassroots governance in County C,laying a case foundation for solving practical problems in the future;At the same time,analyze the operational difficulties of social organizations participating in grassroots governance under diversified co governance,and analyze the factors that affect the participation of social organizations in grassroots governance in C County;Finally,explore the essence and optimization path of the participation of social organizations in grassroots governance in C County,and propose reasonable,targeted,and feasible countermeasures and suggestions,in order to have reference significance for the participation of social organizations in grassroots governance work in C County and even the whole country.
