Study On The Optimization Of The Establishment And Management Of Civilized City In Z Banner

In his report to the 20th National Congress of the Communist Party of China,General Secretary Xi said: “To improve the level of civilization throughout society.”.We will promote civilization cultivation,practice and construction and promote the integrated development of spiritual civilization in urban and rural areas.” The creation of civilized cities reflects the overall level of urban civilization,it is the highest honor in the comprehensive evaluation of domestic cities,the most difficult to create,the most influential,the highest degree of public recognition.The establishment of civilized cities is a social activity led by the government,and the process of establishment is also a process of social management by the government.From the perspective of the managers of civilized cities,this paper explores how to optimize the management of civilized cities by using the related theories of public management.In this paper,we choose the small city of Z banner as the research object,adopt the new public service theory,the fine management theory and the public participation theory,and consult a large number of domestic and foreign references,through the interpretation of the three concepts of civilized city,the establishment of civilized city and i-type small city,this paper adopts the method of combining field visits,questionnaires and interviews,based on the local characteristics of Z banner and the present situation of the establishment and management of civilized cities,the problems existing in the present establishment and management of civilized cities are found out,the management team strength is weak and the public participation is not high,analyzes the behind reason,mainly includes four aspects: first,each department to the civilized city creation management work attention insufficiency;Second,the lack of publicity has led to a low level of public participation;third,the mobilization of public participation in the creation of insufficient;fourth,the management mechanism is not perfect,leading to implementation bias,so as to formulate an optimized plan for the creation and management of civilized cities in banner Z,and put forward four guarantees to ensure the smooth landing of the program,namely,publicity security,technical security,financial security and personnel security.
