Research On The Evaluation Of The Digital Development Level Of Yantai Free Trade Zone

Digital technologies such as cloud-based computing services,artificial intelligence and5 G information networks have developed rapidly in recent years.Digitalisation can not only improve the core competitiveness of the region,but also promote the transformation and upgrading of the regional economy and society,and accelerate the digital transformation and upgrading process of major economies around the world,and use it as a new dynamic force to promote the restructuring of the global value chain.The implementation of China’s FTZ strategy has entered a new phase characterised by digital development.In this context,17 of the 21 FTZs nationwide have announced a series of digital programmes or development plans to develop FTZ digitisation,indicating that China’s FTZ development has crossed over to a new phase of trade liberalisation and investment facilitation.The "Digital FTZ" era has put forward urgent requirements for the digital transformation of Yantai FTZ.However,the construction of China’s digital free trade zone is still in its infancy,facing many problems such as imperfect digital infrastructure construction,digital government construction needs to be strengthened,and digital trade upgrading pressure,etc.Moreover,as a frontier topic,relevant research is still immature and lacks a unified framework,and research on the digital development of the free trade zone is even more scarce,so it is important to carry out the evaluation of the digital development level of the free trade zone and provide unified evaluation ideas.It is important to conduct an evaluation of the digital development level of FTZs to provide a unified evaluation idea.This paper starts from the background of building "digital free trade",analyzes the current situation of digital development in Yantai FTZ by reading the literature on digital development of FTZ at home and abroad,takes the evaluation of digital development level of FTZ as the research object,constructs the criteria based on the evaluation index system of digital development level of Yantai FTZ,and fully reflects the digital development level of Yantai FTZ.Based on the criteria for the construction of the digital development index system of Yantai FTZ,a set of indicators for the evaluation of the digital development level of the FTZ is constructed,including 4 primary indicators,10 secondary indicators and 32 tertiary indicators,covering the four digital development contents of digital foundation,digital government,digital trade and digital ecology,and the judgment matrix of the indicators is constructed through the hierarchical analysis method to calculate the weights of the indicators at all levels.Then,using the fuzzy comprehensive evaluation method,the overall level of digital foundation,digital government,digital trade and digital ecology and digital development are comprehensively analyzed and evaluated to find out the problems in the digital development of Yantai FTZ.
