| Changing the thoughts of criminals,correcting their vices,and transforming them into law-abiding citizens have always been the working purpose of prisons in China.With the development of society in recent years,the criminal policies have been gradually adjusted,the working standards of prisons have been improved,and the needs of prisoners have become increasingly diversified.The existing measures to motivate the rehabilitation of prisoners have exposed some deficiencies,and some of the motivational toolsbecame ineffective,which brings new challenges to the prison work.Encouraging criminals to actively accept rehabilitation and promoting the benign transformation of criminals is of great significance for maintaining prison security and stability,reducing recidivism and realizing the education and rehabilitation functions of prisons.Therefore,optimizing prison incentives for criminals and improving the corresponding incentive systemsis the topic faced by the prisons in the context of the new era.In this paper,based on the public management incentive theories such as twofactor theory,Maslow’s hierarchy of needs theory,and equity theory,the current situation and problems of criminal rehabilitation incentives in E prison of Yunnan province were investigated,using the methods of literature research,questionnaire survey and interview.It was found that the existing incentives in E prison were greatly influenced by policy adjustment.The administrative incentives were rather limited,while material incentives were arbitrary.Additionally,the effectiveness of family incentives was dependent on the atmosphere of origin family.These problems significantly affected the outcomes of the existing incentive measures.Following the analysis and research from multiple perspectives using the incentive theories,we proposed the optimization paths such as attaching importance to spiritual incentive,satisfying reasonable demands of criminals,improving relevant rules and regulations,and using technology to enrich the form of incentives.Through these methods,we aims to solve the problems including the obvious attenuation benefits of criminal incentive,the restriction of administrative incentive by regulatory safety factors,the imperfect relevant provisions of material incentive and the insufficient embodiment of the differences of family incentive,thus bringing some inspiration and assistance to the improvement of prison management level and the optimization of incentive measures. |
