Research Of Safe Community Crisis Management Under COVID-19 Prevention

The prevention and control of the new lung epidemic not only comprehensively tested my country’s current basic operating mechanisms of community management,service,resource allocation and grid management,but also promoted the optimization of community crisis management to a certain extent.As the most basic unit of urban management,the community has played a key role that cannot be replaced in the prevention and control of this epidemic.Therefore,it is necessary to explore to further adapt to the excessive challenges faced by community management.This article uses the PPRR crisis management theory as the analytical framework,and takes the research objects of the Ping An community in Wuhan to discuss and study its main functions,existing problems,opinions and suggestions in the prevention and control of the new crown pneumonia virus(COVID-19)epidemic.Through research literature,sinking interviews and field observations,extensive research has been conducted on the sub-district offices of Ping An community,Ping An community neighborhood committee,Ping An community volunteers,Ping An community residents,community business committees,social welfare organizations,and property companies,etc.The main functions,working methods and innovations of community social workers in epidemic prevention and control work,and put forward corresponding understanding and development suggestions,discussed and analyzed the basic situation of the community and its function of diversion and resource linking in epidemic prevention and control work,Information promotion function and support and assistance function.At the same time,analyze the dilemma of community crisis management from four aspects of crisis management including prevention,preparation,response,and recovery,and implement management analysis,risk early warning,factor analysis,information communication,public opinion management,and experience summary for the community to implement epidemic prevention and control work.For specific deficiencies in many aspects,we propose targeted implementation recommendations,promote the normalized management of epidemic prevention work in the safe community,and further strengthen the ability and level of the safe community to respond to sudden public health crises,and strive to form a sound and well-functioning grassroots community Crisis management system.
