A Study On The Comprehensive Management Of The "Three Noes Old Community" Under The Normalization Of Community Epidemic Prevention And Control

Social Governance is an important issue in the development of urbanization,and the governance of the "three noes old community" is one of the important issues in the current social governance.As a product of the development of the times,there are many problems in the "three noes old community".Some roads are uneven and the lights are not bright,some environment is dirty,chaotic and poor,and some grow vegetables and raise chickens in public areas.Most of them are not managed.There are many contradictions and disputes,and the masses reflect strongly,which seriously affect the image of the city.In 2017,the state began to implement the old residential reconstruction project to manage the old residential areas.In the actual governance,the governance of old residential areas was limited by various rules and regulations,and the governance effect has been unsatisfactory.At present,the research on the problem of old residential areas in China is still not systematic,many studies are in the initial stage,and there are many urgent problems to be solved in the governance of old residential areas.In this paper,we use case analysis method to select the old residential areas in the N city as an example to explore the problems existing in the governance of "three noes old communities" under the background of COVID-19’s prevention and control.This paper summarizes the main methods of community epidemic prevention and control in the city,and finds that there are weak links in community epidemic prevention and control in the city,especially in the grassroots party building,there are problems such as insufficient personnel and leadership deviation in epidemic prevention and control.In addition,under the normalization of epidemic prevention and control,there are also some problems in the comprehensive management of "three noes old community",such as the construction of policy support and organizational mechanism is not in place,the old community public infrastructure is old,there are security risks,and the health environment management has a dead corner,which is not conducive to the epidemic prevention and control of the old community.Combined with the problems in the prevention and control of community epidemic normalization and the comprehensive management of "three noes old community",this paper puts forward the following suggestions: firstly,strengthen the community governance led by Party building,including strengthening the construction of community party organizations,We should enrich the work force of community party members,strengthen community wisdom governance and grid management,stimulate the willingness of the masses to participate in community governance,and enhance the crisis response ability of community staff;secondly,in advancing the comprehensive management of the "three nos old community",we should give prominence to the guidance of Party building,absorb social funds,jointly govern the "three noes old community",improve the governance system of "three noes old community",and mobilize the community residents as the endogenous power of governance to participate in the community governance.To sum up,different old communities adopt different governance methods according to local conditions,especially in today’s normalization of the epidemic.We should do a good job in community epidemic prevention and control,give full play to the cooperation of multiple subjects in the governance of old community,so as to effectively promote the governance of old community and form a long-term mechanism.
