| In 2013,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed to "innovate the social governance system,take grid management and socialized service as the direction,and improve the grassroots comprehensive service management platform",and since then,community grid service management practices have been successively started across the country.The "Urban and Rural Community Grid Service Management Specification" is a national standard that has been implemented since October 1,2017.This standard stipulates the overall objectives,grid division,working institutions and other requirements of urban and rural community grid service management,and is the authoritative guidance for governments at all levels to carry out grid service management.In December 2020,S City issued the "Implementation Opinions on Promoting the " Multi-network Integration " of Grid Service Management to Build a " 5+N "System" to integrate various resources and promote the implementation of grid service management in S City.In January 2021,a cluster of new coronary pneumonia outbreaks broke out in S City.In the fight against the epidemic,community grid service management is an important management mechanism to achieve refined,dynamic and informationized epidemic prevention and control,and has played a fundamental and key role in effectively controlling and preventing the rebound of the epidemic.However,in the fight against the epidemic,the shortcomings and shortcomings of the community in the implementation of grid service management have also been exposed.Therefore,the dual analysis of theory and practice is of great benefit to optimize the management level of grid service in H community in S city.Based on the theory of social governance community,refined management,diversified collaborative governance and comprehensive emergency management,this paper selects the grid service management of the H community in S city in response to the sudden new crown pneumonia epidemic in early 2021 as the research object,discusses the role and shortcomings of community grid service management in epidemic prevention and control,and puts forward opinions and suggestions for the next step to better play the role of community grid service management.In terms of research methods,this paper uses literature research method,questionnaire method and interview method to obtain and analyze research data.Through the research,It is found that the important role played by community grid service management in epidemic prevention and control is mainly reflected in: organizing nucleic acid testing for all employees,emergency contact material supply,and assisting in epidemiological investigation.At present,there are still insufficient full-time grid staffing,formalism in work tasks,low job satisfaction of grid workers,weak data sharing between information systems,emergency management capabilities need to be improved,and poor participation of community residents.There are many reasons for the grid service management problem in S City H,mainly the government’s attention is not high enough,the work coordination mechanism is unreasonable,the guarantee mechanism is still insufficient,the lack of information management talents,the emergency response mechanism is weak and unsound,and the community publicity and mobilization are insufficient.In the current context,the grid service management of S City H Community still needs to be optimized and improved,mainly: enrich the talent force and strengthen the construction of the team.Rationalize the coordination mechanism and strengthen overall scheduling.Implement assessment and training,and increase incentives and guarantees.Integrate data resources and strengthen information construction.Raise safety awareness and improve emergency management.Encourage residents to participate and promote co-governance and sharing.This study is conducive to improving the management level of grid services in urban communities,and provides a reference for improving the modernization level of urban grassroots governance in the post-epidemic era. |
