Problems And Countermeasures Of Government Procurement Of Xuzhou Federation Of Trade Unions

In recent years,with the rapid development of economy and society,the expenditure of government procurement has also increased year by year,which plays an increasingly important role in the total financial expenditure and is an important part of financial expenditure.Compared with the western world,China’s government procurement work starts late,develops slowly,and the corresponding system construction is not perfect.There are some deficiencies and problems that need to be solved urgently.Although,in recent years,the scale of procurement has been increasing,and more and more attention has been paid to government procurement,problems in all aspects of procurement not only violate the original intention of the government procurement system design,but also cause waste of social resources and affect the government image.The promulgation and implementation of the Government Procurement Law of the People’s Republic of China in 2003 is the first step of China’s government procurement law at the national level,which is of milestone significance.The amendment of the Government Procurement Law of the People’s Republic of China in 2014 and the promulgation of the Regulations for the Implementation of the Government Procurement Law of the People’s Republic of China,to a large extent,mark that China’s government procurement work has embarked on the path of institutionalization and standardization.In order to ensure the development of daily work and better safeguard the rights and interests of employees,the procurement volume of Xuzhou Federation of trade unions has gradually increased.However,due to the existence of some problems,systematic research is still needed to solve them.The government procurement leading group has been set up,the government procurement commissioner system has been established,the procurement principles have been clarified,the procurement procedures have been standardized,and some procurement systems have been formulated.However,in specific work,the efficiency of government procurement is still low;The construction of procurement team is also incomplete;The function of procurement subject is not fully exerted;The purchase entity contacts the supplier in advance;The procurement supervision has not been fully covered.The reasons for these problems include: the government procurement system is not perfect;The purchasing staff lacks professional competence;The responsibilities of the procurement subject cannot be fully fulfilled;There is "rent-seeking space";The procurement supervision mechanism is not sound.Through learning from the good experience of western countries and China,I found the way to improve Xuzhou Federation of trade unions government procurement,hoping to do a good job in government procurement.
