The Research On Government Differentialed Performance Appraisal System From The Perspective Of "Two Mountains" Theory

Government performance appraisal is an important tool to reflect government functions and administrative efficiency.The traditional economic performance evaluation standard is "the hero of GDP theory",this evaluation system ignores the differences in carrying capacity,development density and development potential of resources and environment in different regions,one-sided emphasis on the evaluation of economic development indicators,the assessment objectives,assessment indicators and assessment procedures are lack of scientific and targeted.With the improvement of ecological environment and the promotion of ecological civilization construction and development,Local performance appraisal mechanism incorporates government ecological construction,ecological protection and other aspects into the scope of appraisal,and gradually explores and improves the differentiated appraisal mechanism oriented by thematic functional areas.Under such a background,it is very meaningful to study the practice of implementing the differentiated performance appraisal system.This paper is divided into six chapters: introduction,theory,domestic situation,self-evolution practice,effect analysis and optimization path.Based on performance management theory,government governance theory and "two mountains" theory,this paper chooses Chun’an County in Zhejiang Province as the research object,combs the evolution process of Chun’an County’s government performance appraisal system from 2013 to 2018 through literature research,case analysis and field interviews,and expounds its change adjustment,effect analysis,existing problems and causes,as well as puts forward some suggestions.In view of the present differential assessment system and system in Chun’an County,this paper holds that while making some achievements,there are still four deficiencies and problems,i.e.the goal of assessment is not enough to keep pace with the times,the legal basis is not sufficient,some contents need to be set scientifically and the supporting system needs to be improved.The main reasons are the disharmony between regional function orientation and government function,the contradiction between deepening reform and absence of legal system,the balance between economic development and ecological protection,and the game between provincial,municipal and Chun’an county government performance evaluation on environment and interests.Finally,from the perspective of "two mountains" theory,the paper puts forward four optimization suggestions: defining the function orientation,perfecting laws and regulations,optimizing the assessment content and perfecting the supporting system,in order to provide reference for better implementation of Chun’an ecological function area and better development of county government performance.
