Research On The Government Supervision Of Rural Homestay Industry

Promoting the development of rural homestay is an important measure to implement the rural revitalization strategy,build a beautiful China,and promote poverty alleviation in our country.After years of exploration and practice,a series of policies and measures to support the development of rural homestay have been continuously implemented.Rural homestay has entered a stage of rapid development.Rural homestay has enriched the experience content of the tourism market in various places and provided consumers with new personalized accommodation options.At the same time,there are some problems,such as public security,environmental pollution,random occupation of cultivated land and so on.To a certain extent,they have infringed on consumer interests,public interests,and even national collective interests.Under the general trend of the vigorous development of rural homestay,government departments are responsible and obliged to achieve better management with better policies and measures,among which effective government supervision is obviously essential.In recent years,in the process of exploring the way of government supervising rural homestay,some good experiences and practices have been formed from national ministries and commissions to the provincial,city,county and township people’s governments.For example,some departments break down the barriers and jointly formulate special supervision policies.Some local governments have issued local management measures on the supervision of rural homestay according to local conditions,thus fully escorted the healthy development of rural homestay.However,due to the characteristics of rapid development speed,low entry threshold,and uneven level of management of rural homestay,the work of government supervision is still heavy,highly responsible and difficult.In the practice of government supervision of rural homestay,some problems need to be further optimized and improved,such as the responsibility of the main body of supervision is not in place,the basis of supervision policy is not perfect,and the ways and methods of supervision are not innovative enough.Therefore,the purpose of this study is to scientifically analyze the problems existing in the supervision of rural homestay by government departments and their underlying reasons,to further seek effective ways to solve the problems,and to improve the pertinence and effectiveness of government supervision,to promote a healthier development of rural homestay.This study focuses on the supervision of rural homestay in Chongming District of Shanghai as an example,and makes an overall introduction to the current development of rural homestay and its government supervision in Shanghai as well as the whole country.It summarizes the relevant basic theories and concepts of rural homestay supervision,and analyzes the problems of government supervision on rural homestay from the theoretical point of view of government regulation and government failure.During the study,questionnaires and individual interviews were used to comprehensively sort out the current situation of supervision in the aspects of rural homestay approval,public safety,market behavior,land construction,environmental protection,public health,consumer rights in Chongming District.The study shows that in the current supervision of rural homestay,problems such as lack of legal guarantee,overlapping supervision,prevarication and so on have been exposed,due to many reasons in the aspects of regulatory basis,regulatory subject and regulatory method and so on.Therefore,we should strengthen the basis and guarantee of government supervision of rural homestay in the top-level design,and make scientific plans according to local conditions,constantly clarify work responsibilities,change our understanding of supervision,and improve the efficiency of supervision.At the same time,we should innovate the means of supervision,make up for shortcomings in work,and use incentives,technology,classified supervision and other measures comprehensively to constantly meet the regulatory needs under the new situation.It is hoped that through this study,we can provide some useful references for the legislation,law enforcement and multiple supervision and other work of rural homestay and even the industry.
