Research On The Current Situation And Countermeasures Of Community Elderly Care Services In Shangha

The United Nations takes the proportion of the population aged 65 and over more than 7% or the proportion of the population aged 60 and over more than 10%as the measurement standard for entering an aging society.According to this standard,China has entered an aging society since 2000.With the development of society,the aging problem is becoming more and more serious.At present,it is characterized by small family structure and population mobility,The traditional family pension ability is gradually weakened,while the development of institutional pension is far from meeting the growing pension needs.After years of exploration and development,how to properly solve the pension problems in the future and what pension methods can better adapt to the current trend of population aging development in China,With its unique advantages,community pension model is becoming an important way and inevitable choice to deal with pension problems.Shanghai is the city with the highest degree of aging,which entered the aging society before 1979.The research on it is not only representative,but also a positive and beneficial exploration to solve the problem of community pension in Shanghai,and provides rich and valuable experience for promoting and developing community pension services in the country in the future.This article first to the domestic scholars abroad about the research achievements of community endowment service were summarized,then on this basis,combining the theory of Maslow’s demand level,welfare pluralism,the new public service theory and polycentric governance theory,using the method of literature,questionnaire and on-the-spot visiting objective in-depth analysis about the present situation of Shanghai W street community endowment service,It affirmed the achievements achieved in its development process,found problems in the investigation process,analyzed the causes of the problems,and drew lessons from the successful experience of developed countries and cities.Finally,it put forward solutions to the problems related to the community pension service at present.The second chapter summarizes the concept and characteristics of population aging,community and community endowment.Then it expounds Maslow’s hierarchy of needs theory,welfare pluralism theory,new public service theory and polycentric governance theory.After that,the third chapter mainly analyzes the current situation of Shanghai community old-age service.Through the analysis of the current situation of the aging population,the characteristics of the large group of young elderly people,the population gender feminization,the aging population,and the "pure aging" family structure of the elderly population are drawn.Then it analyzes the development of community pension service in Shanghai from two aspects of policy and service content,affirming the current development situation of community pension service.Then the fourth chapter takes W Street community pension service as an example,first analyzes the population and community pension service development of the street.Then,through questionnaire and field research,the community elderly care service is deeply studied.The following problems are concluded :(1)the policy information publicity is in a bottleneck,and the acceptance of the elderly is limited;(2)the construction of service facilities for the elderly is unbalanced;(3)the benefits are limited,and the supply and demand of some elderly services are sometimes out of line;(4)the service supply is limited,and the beneficiaries need to be expanded.The causes of the above problems are analyzed as follows :(1)the grassroots organizations are highly dependent on the streets and have obvious administrative functions;(2)the policy support and guarantee are not perfect;(3)the supply of community endowment service resources does not adapt to the demand level;(4)there is a lack of active social forces and professionals.Then the fifth chapter summarizes the following enlightenments based on the experience of community elderly service in Japan,Chinese Hong Kong and Singapore :(1)perfect legal system guarantee,(2)extensive participation of multiple subjects in community elderly service,(3)professional service team.Finally according to chapter 6 chapters content analysis,summary,thinking,and puts forward some countermeasures to cope with the development of community endowment problem:(1)flexible propaganda way,improve the community endowment service know degrees,(2)play a role of government,perfect the system construction,(3)to improve and raise their comprehensive ability in the service of community endowment,(4)to establish a professional service team.
