Research On The Existing Problems And Countermeasures Of The Rural Non-litigation Disputes By The S Township Government

The development of the countryside concerns the living standards of hundreds of millions of farmers in the country,and whether the grassroots can successfully resolve rural non-litigation disputes when they are encountered concerns the prestige of the government.Therefore,in the process of resolving rural non-litigation disputes,it is crucial for the government to coordinate the efforts of various parties and the ways and means of resolving rural non-litigation disputes.It is of great significance for the smooth progress of government cadres to fully enhance the efficiency and satisfaction of the public in their work.Due to the diversification of social conflicts in rural areas,understanding the characteristics of different disputes and analyzing the causes of changes more finely are necessary to better resolve disputes and realize the legalization of governance,and maintain the stability and harmony of rural society.Better mediation system,arbitration and other means should be used to achieve more effective multi-dimensional dispute resolution and improve rural efficiency.This paper collects data on the resolution of rural non-litigation disputes by the S township government,applies the knowledge of public governance theory and national governance modernization theory,and analyzes the actual problems of the S township government in resolving rural non-litigation disputes to understand the existing ways of the government’s handling of rural non-litigation disputes and the effectiveness achieved.Through the analysis of the current situation of rural ADR resolution work of S township government,it was concluded that there are several problems such as improper intervention of the government in dealing with rural ADRs,the weakness of dealing with disputes originating from the Internet,the relatively blurred boundaries of dispute resolution among various departments,and the way some cadres work to mediate disputes is not recognized by villagers.Further analysis of the above problems reveals that the reasons for the problems of rural non-litigation dispute resolution by the government are that the coordination mechanism of rural non-litigation dispute resolution among various departments of the government needs to be improved,the quality of rural non-litigation dispute resolution staff of the government needs to be improved,the guidance of the government in legal education of villagers is not strong,and the supervision mechanism of rural non-litigation dispute resolution by the government is lacking.In view of the reasons for the above problems,this paper proposes six countermeasures to deal with disputes,namely,grasping the mediation method of non-litigation disputes precisely,improving the linkage work system of non-litigation disputes,opening up the channels for rural people’s demands,strengthening the construction of grass-roots self-government organizations,insisting on the principle of combining special groups in handling non-litigation disputes and building a comprehensive mechanism to resolve rural non-litigation disputes,in order to improve the efficiency of the government’s work in resolving rural non-litigation disputes.
