The Experience And Enlightenment Of The First Secretary System In The Practice Of Rural Revitalization In Fujian

The No.1 Central Document in 2022 pointed out that it is a new era to strengthen the Party’s overall leadership over rural work,resolutely adhere to the bottom line of ensuring national food security and preventing large-scale return to poverty,and ensure stable agricultural production and increase,farmers’ income,and rural stability and tranquility.The main content of "Three Rural" work.With the successful conclusion of my country’s poverty alleviation campaign and the completion of the task of eliminating absolute poverty,the focus of the "three rural" work has changed from the previous poverty alleviation to the comprehensive promotion of rural revitalization,a historic shift.As an effective way to promote the reform,development and stability of rural areas and train Party members and cadres,the system of the first secretary in the village demonstrates the strength and durability of the cadre system with Chinese characteristics,and is an important starting point for the implementation of the comprehensive rural revitalization strategy.Nanping City,Fujian Province,took the lead in exploring and establishing a model of cadres helping rural areas in the late 1990 s,which was reorganized and redistributed the superior resources of all parties in society from a shallow level,while at a deep level,it was to break the dilemma of poverty of rural social talents and feed back human resources in rural areas.Since 2004,the provinces and cities of Fujian Province have actively emulated and explored the practice of selecting and dispatching cadres to help poor and backward villages,and the vast number of cadres stationed in villages have sunk down to regard the poverty alleviation and prosperity of their villages as the first priority,and have achieved remarkable results and accumulated useful experience in strengthening the construction of grass-roots organizations,optimizing the allocation of rural resources,implementing targeted poverty alleviation,making up for the shortcomings of people’s livelihood,and activating the vitality in rural areas.This paper is based on the local practice of the first secretary system in Fujian,clarifies the origin and main content of the operation of the system,affirms the actual results it has achieved and analyzes the effectiveness behind the system,divides the practical dilemma faced by the first secretary in the practice of helping and supporting the system and the factors affecting the smooth implementation of the system,and finally puts forward policy suggestions for strengthening and optimizing the first secretary system in the context of the rural revitalization strategy in combination with the actual situation of Fujian Province.This paper not only affirms the value of the first secretary system different from other conventional governance systems,but also hopes to provide useful reference and possibilities for the research work on the first secretary system in Fujian Province and even in the whole range.
