Research On Enterprise Credit Information Supervision Method In Ninghe District Based On The Reform Of Super-Ministry

After the reform and opening-up,along with the rapid development of China’s economy,Chinese enterprises also develop and grow in quick rapid.However,the dishonest behaviors of some enterprises,such as contract fraud,counterfeiting,food safety issue and drug safety issue,not only cause the credit crisis of enterprises,but also disturb the market order and restrict the economic development.The reform of Super-ministry management has been used by many government departments in China,which have great practical significance to the Market Supervision Administration,who is mainly responsible of enterprise credit supervision.Based on the credit management theory,administrative supervision theory and government reengineering theory,this paper studies the way of enterprise credit information supervision under the background of super-ministry management,aiming to improve the effectiveness of enterprise credit information supervision and better promote the good operation of economic market.This study taking Tianjin Ninghe District as an example,using the method of field research summarized the existing ways of enterprise credit information supervision,and analyzes the six problems existing in the existing ways of enterprise credit supervision: Complicated departments setting and overlapping functions;Nonstandard enterprise registration;Enterprise legal representative change registration lag;Non-comprehensive enterprise credit data collection and integration;Punishment effectiveness weakness lack of enterprise credit;Unreasonable enterprise credit classified management.And then to solve these problems,putting forward the improvement countermeasures,including super-ministry management reform of enterprise credit supervision department,establish the credit supervision mechanism of leadership propaganda feedback,multi management of market joint supervision system,establish the trustworthy incentive and dishonesty punishment mechanism,establish enterprises classified credit supervision system.
