Study On The Mechanism Of The Masses’ Participation In Rural Governance From The Perspective Of The "First Secretary" Embedded Governance In Binzhou

With the rapid development of urbanization and the increasingly widen between“Industrial and agricultural scissors”,“Rural Collapse” has become global problems.To solve the rural decline in the current period,the state appoints the “First Secretary” embedding into the village to govern and villages have changed in a short time,the “First Secretary” governance mode produces an effect that cannot be replaced by other embedded governance mode.But problems arose out of the lack of participation aspiration and participation way in the “First Secretary” governance mode,Mean while the general masses of the village without the first secretary or the general self-development are even less willing to participate in the substantive so that the masses can not participate in the village governance process effectively,the effect of rural governance weakens slowly,As a result,villages lack the capacity of sustainable governance and development.This article takes the embedded governance as an entry point,combining with the theory of embedded governance participatory governance and synergistic governance and this article takes the “First Secretary”and the Masses as the object of study,by building the " First Secretary-villages-The masses" framework.This article analyzes the situation of the masses to participate in the “First Secretary” embedded governance through methods of on-site investigation and questionnaire interview.Meanwhile this article analyzes the relationship between governance mechanism and governance effect and explains the status quo of the the masses ’participation governance mechanism of the “First Secretary” governance model,the inadequacies of participation mechanisms and influencing factors.Finally this paper put forward three aspects of the mechanism propose in order to promote the mechanism improvement of the masses’ participation in rural governance from the perspective of the“First Secretary”embedded governance and the goal of effective rural governance was finally realized.
