Research On The Embedded Governance Predicament And Optimization Path Of The "First Secretary" Under The Background Of Rural Revitalization

Since 2015,when the central government ordered “General Secretary” and village-based teams to work in poor villages,embedded governance,as a brand-new model of our national governance,has been practiced nationwide,and the results are remarkable.However,at the same time,as the official power of the country to enter the rural “ General Secretary ”,from the perspective of rural intelligence,it is inevitable that there will be some difficulties and problems.This paper evaluates and analyzes the process of rural social governance,taking into account institutional embeddedness,resource embeddedness,and relationship embeddedness in the context of rural revitalization,through the effective utilization of the embedded governance theory.Additionally,it examines the process from the viewpoint of rural General Secretary.Based on the analysis,it is concluded that the current social order in rural areas is out of whack,making it difficult for the “General Secretary ” to integrate into it,that the role of the main body of grass-roots governance is not fully played,and that the “General Secretary” themselves have different abilities.These dilemmas have greatly affected the effectiveness of the General Secretary in the village.An exploration of F City in Jiangxi Province has revealed that the causes of these issues are not accidental,as this paper has demonstrated.The selection and assessment management system of the first secretary is deficient in terms of system,and the resources available for rural governance are inadequate.and rural governance resources are lacking;In terms of relations,the entry of new national forces into the countryside will inevitably damage the interests of some vested interests and be hindered by them.Therefore,it is difficult for the first village secretary to embed governance.We must firstly set up and enhance the "first secretary" joint meeting,daily supervision,evaluation,and reward system.Subsequently,we ought to invigorate the internal might of the governing individual.At long last,we must augment the rural governance aptitude of the "First Secretary" and augment the efficacy of embedded governance.
