As China accelerates its modernization process,the rapid pace of urbanization and industrialization has increased population movement,with hundreds of millions of young rural population heading towards the city.Due to the long-term effect of urban-rural dual structure,the elderly are forced to stay behind in rural areas.Nowadays,family“empty-nesting” and rural “hollowing” have become normal social phenomena.Amid a shortage of family elderly care resources,the lack of social support and government guidance has exacerbated the difficulties faced by left-behind elderly,suffering from economic pressures as well as lack of physical care and mental consolation.As an objective social phenomenon,the issue of left-behind elderly has increasingly attracted social attention.In2013,the State Council issued a series of opinions,emphasizing the importance of rural elderly care.The decision by the 3rd Plenary Session of 18 th CPC Central Committee reiterated “improving the care system for rural left-behind children,women and elderly”.“The stability of rural areas is fundamental to the security of the country.” China has a massive left-behind elderly population and elderly care will test China's ability to address population aging and achieve its goal of building a harmonious socialist society with moderate prosperity.Against this background,this paper intends to provide some theoretical and practical references to solving China's left-behind elderly problem by analyzing the elderly care situation in Town S of East Henan Province.This paper is divided into five sections.The Introduction introduces the background and significance of the topic,as well as domestic and international research status,research methods and research innovations.Chapter I lists the theories related to left-behind elderly care.Chapter II introduces the reason for selecting Town S,its overview and sample composition.A study was conducted in Town S via questionnaire survey and in-depth interview,analyzing their livelihood in terms of economic support,physical care and mental consolation from the perspectives of diversity,integrity and differentiation,and providing further elaboration on elderly care difficulties,such as poor economic support,heavy labor burden,lack of physical care,and inadequacy of mental consolation.Chapter III analyses the reasons behind the difficulties faced by left-behind elderly in Town S,including: the weakening of family's elderly care function,the deteriorating of land's elderly care function,lack of social support,and absence of government guidance.Chapter IV proposes relevant measures and actions to address the difficulties faced by left-behind elderly in consideration of the actual situation and the causes of these difficulties,proposing an elderly care support network combining “individual,family,society and government”.
