Research On The Mechanism Of The Degree Of Party Organizations’ Participation In Corporate Governance On The High-quality Development Of State-owned Enterprises

As the most important force of the party and the country,state-owned enterprises occupy an important position in economic development.In the past,they had played a pivotal role in promoting the rapid development of our country’s social economy,and in the new era,they have responded to the call of the Party Central Committee and strived to achieve high-quality development goals.State-owned enterprises can achieve such excellent results and great development,mainly due to the special advantage of the leadership of the leadership of the party.Practice has proved that,the party organizations of state-owned enterprises can play the leading role of "setting the direction,managing the overall situation,and promoting implementation" in corporate governance,check key issues,guide important work,supervise overall operations,and ensure the healthy and stable development of state-owned enterprises.The party organizations are also the key to the realization of high-quality development of stateowned enterprises.So,it has certain practical significance and theoretical value to explore whether the degree of party organizations’ participation in governance can drive the high-quality development of state-owned enterprises and its specific mechanism of action.Therefore,this paper conducts research on the basis of reviewing and commenting on the existing literature.Firstly,based on the new development concept of "innovation,coordination,green,openness,and sharing",this paper will build an evaluation index system for the high-quality development of enterprises,and use the entropy method to calculate and measure the high-quality development level of state-owned enterprises.Secondly,this paper considers that since the outbreak of the new crown epidemic in2020,the development of the market economy in the country has been affected to varying degrees,and state-owned enterprises in different industries have also been hit hard.These external factors may have an impact on the governance of the party organizations of state-owned enterprises.Therefore,this paper will take the A-share state-owned listed enterprises from 2012 to 2019 as the research sample,and then,according to the data of the party organization members of state-owned enterprises in the corporate governance structure,the impact and its mechanism of action of the degree of party organizations’ participation in governance on the high-quality development of state-owned enterprises will be empirically tested..The research results found that:(1)The degree of party organizations’ participation in governance can promote the high-quality development of state-owned enterprises,the higher the degree of party organizations’ participation in governance,the better the high-quality development of state-owned enterprises;(2)When the party organizations’ participates in governance through the board of directors and senior management,it has a positive role in promoting the high-quality development of state-owned enterprises,however,when the party organizations’ participates in governance through the board of supervisors,the effect on high-quality development is not significant.;(3)The degree of party organizations’ participation in governance can promote the high-quality development of state-owned enterprises by improving the quality of internal control and reducing agency costs;(4)Compared with local state-owned enterprises,the degree of party organizations’ participation in governance has a stronger role in promoting the high-quality development of central enterprises;compared with the low degree of marketization,when the degree of marketization is high,the degree of party organizations’ participation in governance has a stronger role in promoting the highquality development of state-owned enterprises;compared with enterprises with specific functions,the degree of party organizations’ participation in governance has a stronger role in promoting the high-quality development of state-owned enterprises with commercial competition.Therefore,in the critical stage of our country’s stateowned enterprise reform,it is necessary to strengthen party building,adhere to the party organizations’ participation in governance,and ensure the effective play of the party organizations’ participation in governance.At the same time,the information disclosure system should be strengthened,the rights and responsibilities of members of the party organizations should be clarified,and the reform of state-owned enterprises should be promoted in a better,faster and deeper level,and the high-quality development of stateowned enterprises should be promoted.To sum up,this paper mainly analyzes the influencing factors and mechanism of high-quality development of state-owned enterprises based on the perspective of party organizations’ participation in governance.In terms of research results,it not only starts from the new development concept,builds an evaluation index system for the highquality development of enterprises to achieve a scientific and reasonable measure of the level of high-quality development of enterprises,but also enriches and supplements researches related to party organizations’ participation in governance and high-quality development,and provides a certain reference value for promoting the high-quality development of state-owned enterprises.
