Study On The Problem And Countermeasures Of Carrying Out Village (Community) Party Rganization Secretary,Village (Neighborhood) Committee Director “Multi-Tasker” In H District Of Chongqing

As China’s economic and social development,social system at the grass-roots level is working on a series of profound changes,the current is pushing the village(community),secretary of the party organization,village(house)committee,director of the policy of “multi-tasker”,village-level organizations at the grass-roots level is the key of the reform,the effective governance of the party has a close relationship with the grassroots,relationship between the strategy of rejuvenating rural effectively promote,It is related to the vital interests of the grass-roots people.However,in practice,there are contradictions between the village(community)committees,conflicts between the party leadership and mass autonomy,difficulty in selecting and employing people at the grassroots level,and confusion among party members and the masses,which have caused certain obstacles to the implementation of “multi-tasker”.This article through to the chongqing H area analysis “multi-tasker”,using the field investigation,system analysis,case analysis and other methods,to grassroots autonomy theory,power balance theory,game theory,H in chongqing area related subject in the process of implementation of“multi-tasker” to conduct a comprehensive analysis,clear the interests between different subjects and role positioning,This paper points out that H district has taken a series of measures and obtained certain procedures in carrying out“multi-tasker”,but there are still many shortcomings,such as inadequate preparation,short board in team construction,lack of supervision and management,lack of effective incentive and so on.On how to more effectively carry out the village(community)party organization secretary,village(residence)committee director“multi-tasker” put forward the following countermeasures and suggestions :(1)through further do deep do solid do fine carry out“multi-tasker” preparatory work,strive for the understanding and support of party members and masses,to ensure the smooth implementation of “multi-tasker”.(2)Further strengthen the construction of grassroots cadres by establishing and improving personnel training mechanism and making efforts in training and retreat.(3)Through further improving the supervision and management mechanism,to realize the effective supervision of "one shoulder to carry" cadres,to solve the worries of party members and masses.(4)Through the introduction of effective incentive measures,to stimulate the“multi-tasker”cadre officer entrepreneurial vitality and the ability to take responsibility,enhance the attractiveness of the post and the stability of the cadre team.(5)Through further strengthening the effective use,to better realize the effective management of“multi-tasker” cadres.
