| Comprehensive administrative law enforcement reform is an important starting point for improving the grassroots governance system and enhancing grassroots governance capabilities.According to the arrangement and deployment of the central government,the comprehensive administrative law enforcement system reform has been piloted in 138 cities in 22 provinces across the country.Sichuan Province actively implements the reform requirements,and has set up comprehensive administrative law enforcement bureaus in cities and counties in the province.Although the institutions have been established,there are still deficiencies in terms of functions and responsibilities,staffing,and administrative law enforcement matters.Especially after the establishment of the Comprehensive Administrative Law Enforcement Bureau,it still faces the situation of uneven personnel,unclear responsibilities,imperfect systems and mechanisms,and lack of law enforcement documents.How to promote the in-depth development of comprehensive administrative law enforcement reform is an urgent problem that needs to be solved at present.The Comprehensive Administrative Law Enforcement Bureau of S County of Mianyang City was transferred from the former Urban Management Administrative Law Enforcement Bureau.Many cities and counties in the province were established in this way,so it is representative.The Comprehensive Administrative Law Enforcement Bureau of S County of Mianyang City has newly transferred law enforcement matters in the fields of development and reform,education,commerce,and civil affairs in addition to the original city management functions.There are more law enforcement matters,wider areas of law enforcement,and higher professional requirements for law enforcement,but the number of law enforcement personnel has not increased,the guarantee of law enforcement equipment is still insufficient,and the grassroots law enforcement forces are not enough.These problems have greatly affected the comprehensive administrative law enforcement work.development.At the same time,the Comprehensive Administrative Law Enforcement Bureau,as a newly established department,is also faced with such headaches as imperfect systems and mechanisms,unclear responsibilities between departments,poor cooperation and coordination,and overlapping supervision.to find an effective solution.This paper takes the Comprehensive Administrative Law Enforcement Bureau of S County,Mianyang City as the research object,conducts in-depth field investigations,and makes full use of literature research,case analysis,questionnaire survey,comparative research and other methods to sort out the current grassroots comprehensive administrative law enforcement that has a poor law enforcement environment and law enforcement procedures.There are six problems,such as non-standardization,unclear scope of responsibilities,lack of legal protection,insufficient enforcement force,and difficulty in enforcement.By learning from the experience of advanced regions,it is recommended to adopt a "flexible enforcement" model,improve relevant laws,regulations and institutional procedures for enforcement,and clarify responsibilities.The boundaries shall be clearly defined as the main responsibilities,various law enforcement resources shall be integrated,the construction of law enforcement teams shall be further strengthened,and the construction of judicial connection system shall be implemented as soon as possible,so as to effectively promote the process of comprehensive administrative law enforcement at the grass-roots level. |
