Research On Incentives Of My Country’s Wind Power Grid Competition System

This paper takes how to create an incentive wind power grid-connected competition system as the research core,under the background of fully realizing wind power grid parity,from the perspective of wind power marketization,based on the practice of reducing wind power grid subsidy dependence and insufficient market competition,with administrative monopoly,The monopoly of state-owned capital,the difficulty of wind power technology innovation,the lack of endogenous power for enterprise innovation,the lack of legal guarantees,and the dilemma of wind power consumption are the analysis perspectives.Combined with the excellent institutional experience of foreign countries,under the guidance of theory,suggestions for improving the legal system are put forward.The focus of this paper is on the incentive mechanism of the wind power grid competition system,and the main part of the thesis is divided into four chapters based on the research context of raising questions-analyzing problems-solving problems.Chapter 1 begins with a topic,outlines the definition and types of wind power grid-connected,and proposes four important factors that affect wind power grid-connected competition,namely system,market,property rights,and technology,and then discusses the era significance of wind power grid-on-grid competition for energy security and balanced interests;The second chapter analyzes the practice and institutional dilemma of wind power grid competition.The competition for wind power grid is currently facing the practice of declining subsidies and insufficient free market.In general,the full realization of wind power grid competition is a rational choice in line with sustainable development.However,administrative monopoly and state-owned capital monopoly weaken the competitiveness of wind power grid grid,technological innovation predicament hinders wind power industry innovation,lack of legal guarantees for grid parity and technological innovation,and the difficulty in eliminating wind power hinder grid grid grid.In a nutshell,wind power grid competition can achieve long-term development only if it is rooted in the market;Chapter 3 is based on the practical problems of Chapter 2,and proposes the institutional structure of wind power grid competition from the perspectives of wind power supply,wind power demand and regulatory system..In terms of supply,the budget constraints of private power companies are lifted,monopoly is broken,social and private capital is introduced,and the competitive advantages of private power companies are cultivated;in terms of demand,the free market for wind power transactions shall be cultivated,the capacity of wind power consumption shall be enhanced,and the power companies competitiveness shall be improved.Information transparency to promote public participation;in terms of supervision,clarify the responsibilities of energy regulatory agencies and strictly enforce the accountability system;Chapter IV proposes legal improvement suggestions from three dimensions of renewable energy law,industrial law and competition law;At the level,it is necessary to strengthen the connection between the Electricity Law and the Renewable Energy Law,improve the renewable energy development fund and improve the full guarantee acquisition system;at the level of industrial law,it is necessary to focus on technological innovation and accelerate the construction of smart grids;at the level of competition law,it is necessary to play the incentive role of property rights and respect the free market.
