Research On Optimization Of Government-enterprise Cooperation In The Construction Of Entrepreneurial Incubation Bases In Taizhou

As an emerging platform for driving entrepreneurship and employment and serving the growth and development of small and micro enterprises in recent years,entrepreneurship incubation bases have increasingly become an important reliance for small and medium-sized enterprises to solve the lack of resources such as funds,talents,policies,and venues in the early stage of entrepreneurship,and serve the high-quality private economy.It plays an important role in promoting long-term social prosperity and stability.There are mainly several modes of entrepreneurial incubation bases,namely social capital-led,government-led and government-enterprise cooperation.The government-enterprise cooperation model not only avoids the problems of low industrial level,mixed industries,and easily broken capital chains that exist in the social capital-led model,but also avoids the limited financing,difficulty of borrowing,lack of professional operation team,etc.in the government-led model.Neglecting management and other issues has increasingly become the mainstream operation mode of entrepreneurial incubation bases.At present,the Taizhou Municipal Government has been extensively involved in the construction and operation of entrepreneurship incubation bases,and the city-wide entrepreneurship incubation bases have basically formed a full coverage of the government-enterprise cooperation model.However,the government-enterprise cooperation is still on the surface,and the precise inter-embedding of government-enterprise cooperation has not been realized.Therefore,the Taizhou entrepreneurial incubation base has problems such as low site utilization,low incubation success rate,and lack of vitality of enterprises.In this regard,starting from the basic theory of research,this paper summarizes and analyzes the background and path of the government-enterprise cooperation construction of Taizhou Entrepreneurship Incubation Base by drawing on the new public service theory and embeddedness theory,and concludes that the current main mode of government-enterprise cooperation is: The government and enterprises jointly build a benign external ecology of "government-enterprise cooperation",and enterprises actively build a benign internal ecology of "government-enterprise cooperation".The government mainly plays a role in leading entrepreneurship policies,allocating funds and subsidies,providing normative construction guidance,and creating an entrepreneurial atmosphere;enterprises mainly play a role in providing public service facilities,conducting policy docking,providing soft basic services,and building cooperation platforms.effect.At the same time,this paper takes two entrepreneurial incubation bases in Taizhou as cases,and analyzes from the basic situation,government-enterprise cooperation,and characteristic highlight services.The research found that although the government-enterprise cooperation model of the entrepreneurial incubation base in Taizhou is the general trend,there are still some shortcomings,namely: the government lacks enthusiasm for participating in the later operation of the base;the government-enterprise cooperation model is solidified;government-enterprise cooperation relies on Administrative orders;practical difficulties in the implementation of policies;low efficiency of government-enterprise communication.After interviews,investigations and data analysis,this paper analyzes the reasons for the above problems,which are: large differences in the interests of the government and enterprises;competition between entrepreneurial incubation bases leading to internal consumption of resources;lack of an effective mechanism for enterprises to feedback to the government;The government assessment attaches great importance to the "increment" of the base and despises the "stock" management;there is no synergy between the various government departments.On this basis,this paper draws on the successful cases of government-enterprise cooperation in domestic and foreign entrepreneurship incubation bases,and sorts out the operation modes of the four bases: London Science and Technology City,France Sophia Science Park,Shanghai Inno Space,and Hangzhou Dream Town.Based on the successful experience,we will analyze the optimization path of government-enterprise cooperation in the construction of Taizhou entrepreneurial incubator base.Based on the above experience and inspiration,combined with the content learned from field research and interviews,this paper proposes an optimization path for the construction of a government-enterprise cooperation entrepreneurship incubation base that conforms to the actual situation of Taizhou City.List of responsibilities;enrich base resources and strengthen overall planning;establish a more efficient communication mechanism between government and enterprises;promote rationalization of government-enterprise cooperation in decision-making;and promote the formation of synergy between government departments.Through the above methods,we will provide a more scientific,reasonable and accurate government-enterprise cooperation model for the construction of Taizhou entrepreneurial incubation bases,activate the vitality of more entrepreneurial incubation bases,and make more entrepreneurial projects bigger and stronger.
