| In the past 20 years,the aging level of China’s population has increased sharply.At present,China’s economic development level and social welfare development level can not keep up with the requirements of the aging society,the imbalance between supply and demand of old-age care is prominent.Especially in rural areas,urbanization and lack of pension resources further aggravate the rural pension pressure.Rural home care service center as an important place to provide home care services for the elderly in rural areas.It plays an important role in the construction of three-level old-age service network linking county and village.X county is one of the26 underdeveloped counties in Zhejiang Province.It has poor geographical,and the level of economic development is relatively backward.However,the degree of aging is deep.The population aged over 60 reached 99,600,accounting for 23.07% of the total population.Since 2014,X County has vigorously promoted the construction of town-ship level home care service center and village-level home care service center.Make policy support and financial support of home care service center.And implement the socialized operation mode of home care service centers.At present,the socialization operation mode of X County rural home care service center mainly includes two modes: competitive bidding trusteeship and entrusted village organization agent operation.In order to improve the socialized operation performance of X County rural home care service center.This paper takes 20 rural home care service centers in X County as the research object.10 rural home care service centers(five for each model)were randomly selected for the research.The research methods mainly include literature research,interview and comparative analysis.Based on the "4E" theory,this paper analyzes the dimensions and designs the interview outline.Combined with the "4E" theory analysis dimension,comparative analysis of the performance of the two socialized operation modes of bidding trusteeship and village organization agent operation.In general,the rural home care service center with competitive bidding and trusteeship operation mode is better than the rural home care service center operated by village organization agency in terms of social operation performance.The biggest difference is reflected in the efficiency index,while other indexes have little difference.Through the survey,it is found that the satisfaction degree of the two models of pension service and pension service fairness is high,but there are also problems such as the old service content is single,unprofessional,difficult to break even and so on.The socialization operation of X County rural home care service Center is still in infancy.Operation system mechanism is not mature,there are four main problems.Such us,underinvestment,the home-based care service system is not sound,the supervision system of rural home care service centers is not sound,the carrying capacity of rural home care service centers is insufficient.In order to improve the socialized operation of rural home care service Center,this paper combines welfare pluralism theory and cost and income theory according to the construction concept of three-level old-age service network linking county and village.Suggestions are put forward in four aspects:expand funding sources for rural home-based care centers,improve the system of home-based elderly care services in rural areas,improve the oversight system for rural home care service centers,expand the coverage of home-based elderly care service centers in rural areas.At present,the research on the socialization operation of home care service centers is mainly concentrated in urban areas.And mostly to home care service content of the study.In this paper,starting from the construction of a three-level pension service network system connected with county and village,focus on the dilemmas in the improvement of socialized operation performance of X County rural home care service center.Put forward suggestions on improving the socialized operation performance of rural home care service center.It has certain innovation and practicability.However,due to the limited number of samples selected in the research process,there may be sample bias.At the same time,this paper takes X County rural home care service Center as the research object,which has certain regional characteristics.The proposed measures have certain limitations in promoting the socialization of home care service centers in other rural areas in China. |
