With a more aggravating aging society and a change in family structure, China has witnessed an increasing number and proportion of empty nesters, which has made this society demand for more as well as better-quality pension services. Since the family pension is becoming weaker and there is a lack of conditions for institutions for elderly care, the aged-care at home is a practically feasible way to solve the problem on providing for the aged. Establishing a socialized service system of the aged-care at home is one of the effective reform paths, the connotation of which mainly include the diversification of investors, the publicized service objects, the diversification of operation models and the publicized participating services, etc. This study mainly focuses on the socialized operation model of the urban community service center of aged-care at home.Based on the theory of welfare pluralism and new public management, this study presents the policy background and the practical process of the socialized operation of the aged-care at home in Wuhan. By means of the combination of half-structured interviews and a typical case study to collect materials, with L center as an example, this paper first does a descriptive research on the operation mechanism and the status quo of service center of aged-care at home, including the basic present situation, the organization structure, the service objects, the functions and the service contents.Then with L center as an example, this paper discusses and explores advantages and problems of the socialized operation of the urban community service center of aged-care at home. This study holds the view that being different from independent management of community, the socialized operation have three advantages: diversification of investment of capital and resources, a relatively independent organizational management model as well as a good-quality service. Nevertheless, this operation has the problem: ambiguity of responsibilities and orientation, government funding model unable to stimulate, specialization level with a space to improve and a slow development on the industry of aged-care at home.At last, for the related problems, this paper proposes a solution concerning promoting the socialized operation of urban community service center of aged-care at home, which includes clear and definite responsibilities and orientation of all parties, altering the government-funding model, establishing sharing mechanism of service charge as well as lowering an access threshold for the socialized operations.
