| As a social relationship,the political-business relationship appeared in the Third Social Division of Labor in human history and became an important part of the nation’s history.After the founding of New China,with the adjustment of national economic policies,the Chinese government has issued a series of policies to adjust our country’s political-business relations in order to adapt to the new economic situation.On March 4,2016,Xi Jinping used two words "Qin" and "Qing" to summarize and systematically expound the new type of political-business relations,and put forward new requirements for our country’s political-business relations.Improving the political-business relationship is a response to national reform policies,meets the institutional requirement for the modernization of national governance,is the core content of creating a high-quality business environment,and is the inevitable requirement for achieving high-quality economic development.This paper mainly discusses how the educational background of Party secretary of prefecture-level city influences the local political-business relations.Firstly,this paper finds the relationship between the political-business relations and Party secretary of prefecture-level city by summarizing the related research,and finds the theoretical basis by reviewing the theoretical literature.Secondly,this paper make regression analysis on the educational background of Party secretary of prefecture-level city and the index of political-business relationship with quantitative analysis from 292 prefecture-level and above cities in China in 2018.By this regression analysis,the paper concludes that the political-bussiness relationship is positively associated with the educational background of Party secretary of prefecture-level city,school type,major,school location and study experience in Party School of the Central Committee of CPC.Thirdly,this paper analyzes some cases to demonstrate the reason why X City,H Province became the fastest-improving city in terms of political-business relationship index in 2018.This paper finds that the political-business relationship is related to the educational background,illustrates the way how Party secretary of prefecture-level city influence it,and the problems that still exist in the political-business relationship in H City,H Province as well as the cause of these problems.Finally,based on the above-mentioned research and analysis and guided by the Bureaucratic behavior theory,this paper puts forward some suggestions to improve the political-business relationship in order to provide theoretical support and tool for the improvement of the political-business relationship.Based on the research above,this paper finds that the educational background of Party secretary of prefecture-level city has significant relevance to the political-business relations,.in particular,educational background,major,school type,school location and study experience in Party School of the Central Committee of CPC will influence his decision-making motives,which influences local.Party secretary of prefecture-level city can improve the political-business relations by making public speaking,promoting policy implementation,and innovating government working mechanisms.Improving the comprehensive quality of Party secretary of prefecture-level city and pushing their position intention transformation from purely personal interest to mixed motivation is the effective method for optimazing political-business relations.Although Party secretary of prefecture-level city can quickly promote local political-business relations in the short run,the continuous improvement of political-business relations still needs to be realized by political-business cooperation policy construction. |
