Research On The Optimization Path Of Children's Welfare Supply Under The Background Of "Comprehensive Two-Child" Policy

Since the implementation of the“Comprehensive Two-Child”policy in 2016,the fertility willingness of many families has been further released.At the same time,many families have hesitated or wait-and-see attitudes towards the two children.The unsatisfactory effect of the implementation of the“Comprehensive Two-Child”policy is the result of the combined effects of many factors.The deeper reason is that there is a gap between the needs of children welfare in China and the effective supply of children welfare.The effective supply of children's welfare is difficult to meet the welfare needs of children.Therefore,the rational choice of family economy leads to the failure of the“Comprehensive Two-Child”policy to guide population development to a certain extent.Based on this,this paper takes Xi'an as an example to optimize the children's welfare supply path based on the theory of child welfare,the theory of children's progressive development,the theory of service-oriented government and the theory of multi-center governance.First of all,through the policy and literature analysis,the current situation of the supply of children's welfare in Xi'an is analyzed.It is believed that the characteristics of the supply of children's welfare in Xi'an are more obvious at present,and the inclusive benefits for all children are lacking.Secondly,the questionnaires were conducted in the target groups of the district,Lianhu District,Chang'an District,Gaoxin District and Yanta District.Through statistical analysis,the welfare needs of children in Xi'an in terms of life,education,medical care and protection were described.Finding out the gap between the welfare needs of children in Xi'an and the effective supply of welfare,and then summarizing the problems faced by Xi'an children's living welfare,children's education welfare,children's medical welfare,and child protection welfare,and analyzing it from the legal level,institutional level,and policy.At the process level,the policy implementation effect layer has carried on the in-depth analysis to the reasons for the problems;once again,through analyzing the successful practical experience of child welfare supply in the United States,Sweden,the United Kingdom,Japan and other countries,summing up the successful experience of foreign countries to optimize the supply path of children's welfare in China.Finally,exploring the path optimization of protection in four areas.In terms of children's life,it is necessary to establish an inclusive child living subsidy system,establish a child care system for children's parents,and establish an inclusive preschool education system for children,and establish a preschool education quality supervision and evaluation system for children;Inthe medical field,it is necessary to establish a“children's medical complex”to achieve child medical homogenization management,force children to participate in social medical insurance,and encourage families to purchase commercial medical insurance for children.In terms of child protection,it is necessary to build a comprehensive long-term child protection plan and high efficiency,run a child protection network and establish a child protection work system with clear responsibilities.Through the optimization of the child welfare supply path,gradually resolve the contradiction between the supply and demand of children's welfare under the background of the“Comprehensive Two-Child”policy,reduce the material and spiritual burden of the two-child fostering of the family,and let the family who is willing to give birth to two children to give birth to two children.Only in this way can we achieve the policy objectives of the“Comprehensive Two-Child”policy and alleviate the social risks caused by the imbalance in the age structure of our population.
